00:00 We'd just like to put on record that the Senate is working very hard to listen to the
00:06 clamor of certain sectors to look at and revisit the 1987 Constitution. But we will
00:14 not be falling into a trap on any deadline because to discuss such an
00:22 important matter needs time. It needs study. It cannot be rushed like any
00:30 regular bill that is just approved without thinking. So we, ladies and
00:38 gentlemen here in the Senate, will make sure that we deliberate this as much as
00:43 possible and come up with the best outcome for our people. And so with that
00:50 I give my full support to our chairperson Senator Sunny Angara. The
00:54 timeline is in your hands if you feel it necessary that we must discuss this with
01:01 all members of society, not only our learned luminaries here as well as
01:08 different sectors that will be affected by proposed amendments to our
01:13 Constitution. So we leave it all up to you my dear colleagues, my dear chairman.
01:18 You have the full trust and confidence of this institution. And again, let us not
01:24 listen to the noise. Let us be above the fray. The Senate as an institution should
01:31 be men, states men and women, that will always look at the best possible outcome
01:37 for our country, not for our localities but for our country. And therefore let us
01:42 filter out the noise and focus on the work at hand. So mabuhay pong Senado, mabuhay
01:48 ang Republika ng Pilipinas. Thank you very much. Maraming maraming salamat
01:52 Senate President Zubili. We totally agree with you. We thank you for your
01:56 authority and we thank you for standing as a statesman these past few weeks
02:01 which have been very trying times for the country. And I think there will be
02:07 challenges ahead and with you at the helm we are fully fully behind you in
02:13 all your actions. Salamat po sa supporta. The chair just wishes to state that,
02:19 reiterate my colleague Stan, that this is not something that needs to be rushed
02:24 given the importance. Kung yung pangkaraniwang patakaran ay talagang
02:32 dinidibati natin mas lalo na po dahil ito ay pinaka mahalaga o pinaka mataas
02:37 na batas sa bansa, ang mismong saligang batas. At pangalawa po, klaro naman dun
02:43 sa sinabi ng ating mga kasama na although maganda yung constitutional reform,
02:48 hindi ito sapat. Huwag natin isipin na ito'y isang milagro na pag pinasa natin ay
02:54 darating bigla at kakatok sa ating mga pintuan ang mga mamumuhunan at mga
03:00 negosyante. Dahil tulad ng sinabi ng ating mga kasama, maraming factors po yan.
03:04 Yung ease of doing business, yung rule of law, yung kasiguruhan, narirespetuhin yung
03:11 mga kontrata, yung red tape ay babawasan o yung mga kahirapan sa
03:19 burokrasya. There are so many factors and we know this because there are so many
03:23 surveys and as mentioned by some of our colleagues, hindi naman sa taas yung
03:27 constitutional reform. Pero hindi naman ito ibig sabihin na hindi makakatulong ang
03:31 constitutional reform. To the extent that it can, by all means let us explore the
03:35 possibilities.
