00:16 things. When I asked one of the emergency workers what had happened, they said there
00:23 had been a flood and they were waiting for a truck to come and pump water there. I looked
00:30 on Twitter and that said that they are waiting for this lock to be opened because the water
00:39 level is much lower there. I think the obvious question is why didn't they open this lock
00:44 and let the water just flow down there rather than overflowing into the residential area.
00:49 So I think that's an unanswered question.
