PH to present 'strongest case' in climate summit in Nov

Secretary Robert Borje, vice chairman and executive director of the Climate Change Commission, says on Saturday, Oct. 28, 2023, that the Philippines will present a 'strongest case' when the country participates in the 28th United Nations Climate Change Conference (COP28). President Ferdinand Marcos Jr. is expected to attend the summit that will be held in Dubai, United Arab Emirates from November 30 to December 12.

00:00 Any update on the preparation of the Philippines and the President's participation in the upcoming Dubai?
00:08 The Climate Change Commission is the focal agency and every year we do prepare.
00:14 So right now we've had several interagency meetings already, also some consultations with our civil society.
00:23 There are a number that are also lined up and we are proceeding as we do every year.
00:30 I know what the next question will be. I cannot preempt the announcement of Malacanang, but we are preparing as we should.
00:40 We're also working very closely with our partners.
00:44 Actually in fact at 4 am I was already up, there was a meeting on mainstream, I'm sorry, work stream on adaptation and we were invited.
00:58 So it's an ongoing thing. We would like to prepare as hard as we can because the messages that the Philippines wants to convey...
01:09 ...and in part during this important global meeting will really center on what developing countries like the Philippines continue to experience...
01:23 ...what we are doing to make sure that we are responsible members of the international community...
01:28 ...and what the international community needs to continue doing for countries like the Philippines and other vulnerable nations.
01:37 It is a question of lives, livelihood and our shared future.
01:41 So we are working very hard at the preparations and we hope to get there with all our bags filled with everything that we need...
01:52 ...so that we can make the strongest case possible for our nation, for our people and all those who we've lost over the last few years and decades...
02:01 ...because of climate change and its effects.
02:03 The President's participation in any multilateral event is important because he is the head of state and the head of government...
02:09 ...and he speaks at the highest level.
02:11 And this is why at the back end there's always diplomatic efforts to participate at the highest level.
02:24 Of course, everybody knows that the President, since his inaugural address, has placed climate change as a priority of the administration.
02:33 But that being said, there are also practical and pragmatic realities that we have to attend to.
02:38 It's one thing, of course, to plan for the event, but it's another thing when it comes closer because there may be other developments that will happen.
02:49 But to that question, of course, the President's participation will be welcomed by global leaders, will be welcomed by the international community...
02:58 ...and the participation of the President, the decision to participate, will be done by Malacanang and will be conveyed to the world.
