00:00 I'm going to set out today in my conference speech how Labour will make working people
00:05 better off by making Britain better off. And we will do that by ending the uncertainty
00:11 and chaos that we've had with 13 years of Conservative government and instead working
00:17 alongside business to unlock investment in the jobs and the industries of the future
00:23 by updating our antiquated planning system so that we can get the shovels in the ground,
00:28 the cranes in the sky to secure for Britain the investment we need to grow our economy.
00:34 We know that we need homes for families right across our country and to do that you've got
00:39 to reform the planning system, make it easier and faster. But this is also about nationally
00:45 critical infrastructure, things like 5G broadband, science labs for our life sciences industry,
00:53 clean energy so that we are less reliant on Putin in the Middle East for our basic energy
00:58 needs. We need that investment in Britain and businesses tell me today that it is easier
01:03 not to invest, it's easier to invest in America or Asia or in other European countries than
01:08 here in Britain. I don't want to hear that anymore. I want those jobs, I want that investment
01:14 here in Britain and that is what the plans I'm going to set out today are all about.
01:18 Well first of all I want a brownfield first approach. There is in Liverpool where we are
01:24 here today, in my own city of Leeds, plenty of development opportunities and we want to
01:30 get those going. But I'm also going to set out today how we want to see communities that
01:35 host infrastructure get a benefit. So for example if you host energy infrastructure
01:40 in your community you can get money off your bills. That happens in some of the best examples
01:45 around the world. I want that to happen here in Britain. So there's something in return
01:50 for allowing that investment to ensure that we can get down people's bills, that people
01:55 that host infrastructure, those communities will see a direct benefit under the plans
02:00 I will set out today. I'm under no illusions about the scale of the task that I will inherit
02:05 if I become Chancellor of the Exchequer next year. It will take firm discipline, tough
02:10 decisions and iron discipline. But I am ready for that. I know what happens when you play
02:16 fast and loose with the public finances. It's what happened when Liz Trust put forward an
02:20 unfunded and uncosted budget last year. So Labour's fiscal rules, our fiscal rules are
02:27 non-negotiable but it's why growth is so important. Because with growth we can improve the living
02:33 standards for working people and we can have the money to invest in our public services.
02:38 We'll turn around the chaos and instability, put economic security first and improve the
02:44 lives for working people across our country.
