00:17 measure is designed to set up a buy-in inter-agency council that would draft a master plan on how to

00:35 that will be the result of Republic Act Number 11962 or the Trabaho para sa Bayan Act that was
00:41 signed into law by President Ferdinand R Marcos Jr. earlier today in Malacanang.
00:45 According to President Marcos, the law will help to resolve some issues such as low number of jobs,
00:52 skills mismatch, underemployment, and others. >> [FOREIGN]
01:05 >> It will also improve or enhance the skills of Filipino workers and promote the use
01:10 of digital technologies, particularly in micro, small, and medium-sized enterprises or MSME.
01:16 >> A significant milestone towards the sustainable and inclusive development of our country.
01:22 >> Under the law, the Trabaho para sa Bayan Inter-Agency Council will develop a master plan
01:28 for job creation and recovery. It will be headed by the NEDA, joining the secretaries of the DTI
01:33 and DOLE, and representatives from other departments and sectors. Local government
01:38 units are also expected to cooperate with the council.
01:40 >> I therefore direct the council and all concerned government agencies to
01:45 fast-track the issuance of the implementing rules and regulations of the law so that our
01:51 workers and stakeholders can immediately benefit from it. I likewise enjoin the DOLE and the NEDA
01:58 to harmonize the labor and employment plan 2023 to 2028 and the Trabaho para sa Bayan plan
02:07 to ensure that all government efforts and resources will be effectively and efficiently managed.
02:16 >> This law will also provide incentives to employers,
02:19 industry stakeholders, and private partners who will share the expertise.
02:23 >> With this concerted effort, I'm confident that we will not only achieve the goals of this law,
02:29 but we will also realize our vision of Bagong Pilipinas.
02:33 >> President Marcos also thanked the Senate and House of Representatives for the timely passage
02:39 or enactment of this law. Some senators also expressed gladness over the enactment.
02:43 >> With this, we will be able to come up with a blueprint, a strategy as to how we will recover
02:50 jobs, as to how we will generate jobs, as to how we will spend our resources in ensuring that at
03:00 the end of the day- >> Meanwhile, President Marcos presented
03:04 the outtaking of the second batch of newly promoted star rank officers of the Philippine National
03:09 Police in Malacanang this morning. The commander in chief said the country trusts that the PNP
03:13 officials will focus on public safety and security concerns of the communities, as well as the
03:19 positive change and the PNP reaching corruption-free status. President Marcos also called on them to
03:24 keep the respect for the people and their trust in the police force.
03:27 >> I assure you that the national government will continue to find ways to pursue the
03:33 modernization of the PNP. And that's together with our efforts to build a new Philippines,
03:40 where both the government and citizens work together for progress and for prosperity.
