00:15 So I'm very pleased to stand
00:18 before you today at this
00:20 ceremonial signing of the
00:22 tobacco but also by an act a
00:24 significant milestone towards
00:26 the sustainable and inclusive
00:28 tobacco industry.
00:30 This act addresses the
00:32 numerous challenges plaguing
00:34 our labor sector such as low
00:36 quality jobs, skills
00:38 mismatch, and under
00:40 employment among others.
00:42 It likewise addresses the need
00:44 to update the skills of our
00:46 workers and promote the use of
00:48 digital technologies,
00:50 particularly for our micro,
00:52 small, and medium-sized
00:54 enterprises or MSMEs.
00:56 It also provides support and
00:58 other incentives such as
01:00 increased access to financing
01:02 and capital to promote self-reliance
01:04 and spur employment generation.
01:06 Under this law,
01:08 we will also incentivize
01:10 employers, industry
01:12 stakeholders, and private partners
01:14 who will facilitate skills
01:16 development, technology transfer,
01:18 and knowledge sharing amongst
01:20 our businesses and our workers.
01:22 With this concerted
01:24 effort, I am confident that we will
01:26 not only achieve the goals of this law,
01:28 but we will also realize our
01:30 vision of Bagong Pilipinas.
