North Korea says the presence of the American nuclear submarine USS Kentucky could be grounds for nuclear war. The defense minister said the nuclear ballistic missile submarine, which was docked in South Korea for three days, could “fall under the conditions” set by Pyongyang to launch a preemptive nuclear strike.
