00:55 and the Chief Justice of India, D.Y. Chandrachud took so-moto cognizance of this case.
01:01 And he said, simply unacceptable.
01:04 Using women as an instrument in an area of communal strife,
01:10 grossest of constitutional abuse.
01:14 We are deeply disturbed by the video, which has emerged.
01:18 If the government does not act, we will.
01:23 This is what Chandrachud had to say, Chief Justice Chandrachud has to say, and I hope he acts.
01:28 You see, this incident happened on the 4th of May,
01:34 almost two and a half months back.
01:38 4th of May.
01:40 Nobody spoke about this.
01:43 Nobody knew about this till it surfaced yesterday.
01:49 And yesterday, the Manipur police tweets, this incident happened on the 4th of May.
01:55 And yesterday, that is after two and a half months, literally almost,
02:00 Manipur police tweets that all our efforts to arrest culprits as regard to the viral video of two women paraded naked,
02:10 as regards to the viral video of two women paraded naked by unknown armed miscreants
02:17 on 4th of May, 2023, a case of abduction and gang rape and murder was registered in Nongpong Sekmai PS,
02:28 Taubal district against unknown armed miscreants and the investigation has been started.
02:35 The state police is making all out effort to arrest the culprit at the earliest.
02:43 The police, after two and a half months, says that we have registered a case and we are trying to find the culprit.
02:50 My first question I want to ask,
02:54 trying to find the culprit?
02:58 Has this happened in some unknown area by some unknown people?
03:05 It's happened.
03:08 They have video shot it.
03:11 They have video shot it for crying out loud for God's sake, they have video shot it.
03:15 And the police is saying that we are trying to find the culprits.
03:20 In a state where clashes are going on for the last two and a half months,
03:26 are we to believe that the police didn't have any clue or gave no attention to a crime like this,
03:35 where two women were paraded naked, raped and police had no idea about it?
03:42 They came to know all of it yesterday after the video surfaced.
03:46 Is it what we are supposed to believe?
03:48 And if that is a fact,
03:50 then are we surprised that the police couldn't contain these clashes?
03:57 Isn't that a very simple question?
03:59 So that's number one.
04:04 Number two is, I want to ask the Prime Minister of this country.
04:08 You know, while the Prime Minister was going all over the world,
04:13 spreading goodwill and possibly increasing the image of India,
04:18 an incident happens on the 4th of May.
04:28 The incident happened on the 4th of May and the Prime Minister is not made aware
04:34 that two kooky women were paraded naked.
04:38 Why was he not made aware?
04:40 Do we as a nation think that's okay?
04:44 It's okay to do that?
04:46 Like the Chief Minister, I guess, has said that hundreds of such cases does happen.
04:52 That is what the Chief Minister says.
04:53 Like the Manipur CM said to India Today, what he said is,
04:58 when asked about how his government was unaware of the incident
05:02 where a woman was shamelessly paraded naked by a group of men in his state,
05:06 the Chief Minister, Mr. N. Biren Singh of Manipur said
05:09 that hundreds of such cases similar to the incident have taken place.
05:14 Hence, we have invoked a ban on the internet in our state.
05:17 The Chief Minister didn't say that, "My God, I'm appalled.
05:22 I'm putting all my forces."
05:23 He said hundreds of such cases happen.
05:25 So, what I've done is not put extra force to catch the culprit.
05:30 What I've done is I put a ban on internet in the state
05:33 so that people don't know that these cases are happening.
05:36 People are not aware that cases are happening.
05:40 I put a ban on the internet.
05:42 Other than the Chief Minister saying that, "Listen, I am putting force
05:48 to ensure that these culprits are caught."
05:50 That's the first thing.
05:51 Then what was the Minister of Women and Child, Mrs. Smriti Irani doing?
05:57 Isn't it part of her job to have taken cognizance to this?
06:02 There are two options here too.
06:06 Chances are she was not made aware.
06:09 If she was not made aware,
06:11 why isn't she questioning the Chief Minister as to why she was not made aware?
06:16 Why isn't she going to the Prime Minister and saying that
06:20 the Chief Minister should be sacked because such an incident happened
06:23 and she was not made aware?
06:24 Why isn't there a system error?
06:28 Why aren't we talking about a system error?
06:31 When there is a security breach to an MP or a VIP,
06:34 we have an entire cabinet sitting and talking about the security breach.
06:39 Two women who are masked naked.
06:42 Why are we not talking about a system error where something of this sort happened
06:47 and the Minister for Women and Child doesn't even know about it?
06:51 Or if she knew about it, then why didn't she act?
06:54 My question goes both ways.
06:57 If you didn't know about it, then why didn't you know about it?
07:00 What was the system flaw that didn't give you the information?
07:03 Why were you not given that information?
07:05 Then what is the concept of having a union Minister for Women and Child?
07:10 What is this concept?
07:11 Because whatever happens, you never get to know about it.
07:13 Then what is this concept?
07:16 And if you knew about it, why didn't you act?
07:17 I asked the same question to the Home Ministry.

07:30 To that extent, he has at least visited that state.
07:33 Why wasn't he made aware?
07:35 Why wasn't he made aware that there was an incident like this that took place?

07:45 Why didn't he act?
07:46 Why didn't he talk about it?
07:47 And finally, the Chief Minister of that state.
07:53 I hear some reports in ANI that he too heard this incident recently.

08:05 We are more bothered about PMLA cases, tax evasion and so on and so forth.
08:12 We are not bothered about our girls being stripped naked and paraded on the streets.
08:17 Where is our priority and our sense of justice?
08:20 The question I want to ask this government is, we are trying to give more powers to ED.
08:27 We are trying to give more powers to IT.
08:30 We are talking about CBI.
08:32 Have we spoken anything about protecting our women?
08:36 Do we have a squad in India that is dedicated to protect our women?
08:42 Is there a discussion or debate about protecting our women?
08:45 How come ED, IT, financial frauds are so important, so, so important than protecting our women and child?
08:55 Where is our priority and sense of justice?
08:58 My question is, today we are aware.
09:03 All of them are, aren't they?
09:05 Why is the Chief Minister not sacked?
09:07 Sacked A, because he couldn't stop it.
09:11 Sacked B, because two and a half months the culprits are not caught.
09:15 Sacked 3, that he has either not informed the top bosses that such a thing has happened or worse, as he said, he was not even aware of this.
09:26 Either ways, why is the Chief Minister not sacked?
09:30 You know, what's the sad part of the story?
09:40 The sad part of the story now, this is happening one too many times in our country.
09:44 We saw that in Janata Mantra in Delhi, six girls were molested by MP, Bharatiya Janata Party MP from Uttar Pradesh.
09:56 He molested six girls, at least, that's the allegations.
10:00 It took young boys and girls, and that too Olympic gold medal award winners to come on the street and protest.
10:10 That's when a simple FIR was filed.
10:12 An incident that took place in January, FIR was filed in April.
10:16 Is that how we treat our girls?
10:18 Is this what a girl's safety means to us?

10:29 On the 5th of this month, a case of missing minor in Angole, a case had to be re-registered as POXO,
10:37 because the police earlier had never registered POXO case against the culprit.
10:41 It was registered after the Andhra Pradesh Human Rights Commission in Coornool charged Angole Taluka Police
10:49 of negligence in protecting that 15-year-old girl.
10:52 POXO was not charged because we couldn't care less.
10:56 We couldn't care less.
10:58 Our Prime Minister had given a call of Beti Padhao, Beti Bachao.
11:07 What is left of Beti Bachao?
11:10 What is left of it?
11:12 Any civilized community, any civilized community,
11:16 the pride is in protecting their women and children.
11:23 That's the pride.
11:24 Communities, people have laid down their lives to do that.
11:29 A civilized community is where a woman and a child feels very safe.
11:36 A developing community is a place where a woman and child feels very safe, a family feels safe.
11:44 Every time we neglect a case like what happened in Manipur, every time we neglect,
11:55 we are getting closer to a situation where a woman will think twice to get out of her house.
12:05 We are sending a message to our young girls that listen, you know what,
12:09 as a society, we cannot protect you.
12:13 Tum dekhlo baba.
12:15 This is the message we are sending.
12:18 What is all of this economy and Chandrayaan and Mangalyaan and all worth, if we can't protect our children?
12:27 Think about it.
