Commission hears Morrison asked to bring proposal forward

A Royal Commission has heard Scott Morrison asked government departments to bring forward a proposal that would become robo-debt when he was social services minister. It's heard departmental lawyers were under pressure to make the cost saving measure happen despite their concerns it may be illegal.
