Prince Ahmad from Damascus is in Basyrah with an ambition to bring the city and its people under his rule. He keeps his identity secret as he charms a market crowd with his singing and oud performing abilities. Among those charmed is Princess Noraini of Basyrah who, in the midst of a commotion in the market, saves Ahmad from a fatal strike by Prime Minister Karim. It’s love at first sight for Noraini and Ahmad. They continue to meet in secret, to the consternation of Karim who also yearns for the hand of Noraini. Holding much power in royal circles, Karim convinces King Kamarulzaman to grant him possession of the magic fan (the ‘kipas hikmat’ in the film’s title). With the all-powerful fan which can control the directions of winds and blow individuals to exile miles away, Karim plots to seize the throne and force-marry Noraini. In Karim’s way stand Ahmad and his witty sidekick Ibrahim.
