In 2014, war is the basis of global economy. The battlefield is dominated by Private Military Companies (PMCs), and soldiers' abilities are regulated by nanomachines as part of a system called SOP. When it is discovered that Liquid Ocelot plans to launch an armed insurrection, Roy Campbell hires a rapidly aging Solid Snake to stop him. When Liquid is sighted in the Middle East, Snake is deployed there to take him down.
