To coincide with Nelson Mandela International Day, Thailand's Ministry of Justice announces plans to fully implement the so-called Mandela Rules on the treatment of prisoners in its jails. The rules will be tried out in a pilot scheme at Thonburi Remand Prison around an hour outside Bangkok, which currently houses around 5000 prisoners.
