Process In Short:

STEP 1
1. Invert Photo
2. Select Vivid layer blending on the same layer
3. Apply HighPass
4. Apply Gussian Blur
5. Add a Layer Mask and Invert the Layer Mask
6. Now paint the skin on Layer Mask where it's necessary.

STEP 2
1. Merge Layers now apply Overlay Blending
2. Select Vibrance
3. Adjust Vibrance as your requirement
