Toddler Found Fixed To Fence With Bungee Cords, Mother Denies Responsibility

A neighbor took the photo on Wednesday evening and placed a call to authorities.
He also spoke to area station KHQ, noting, “That strap or bungee cord was pretty much at neck level. She was up on her feet, but she was kind of struggling around her neck.”
The child’s mother has since come forward, saying the girl got herself tangled up in the cords.
