Kolegji Zgjedhor nuk shihet nga juristet si organi qe mund te certifikoje rezultatin e zgjedhjeve te 23 qershorit. Vjollca Meçe e Komitetit Shqiptar te Helsinkit shpjegon se Gjykata nuk mund te kryeje detyrat qe ligji ia cakton Komisionit Qendror te Zgjedhjeve. Duke u bazuar tek Kodi Elektoral, Meçe shpjegon se KQZ aktuale me 4 anëtarë nuk mund te zhvilloje as mbledhje për shkak te mungesës se kuorumit dhe për pasoje nuk prodhon asnjë vendimmarrje te atakueshme ne kolegjin zgjedhor. Sipas Meçes nuk mund te përdoret si zgjidhje per situatën e krijuar as precedent me zgjedhjet e 2011 kur kolegji ndau mandatet e këshillave bashkiake. Ndërkohë qe juristi Sokol Hazizaj për te mbështetur tezen se kolegji nuk mund te shpalle rezultat sjell logjiken e funksionimit te sistemit gjyqësor. Ndërsa debate për certifikimin e rezultatit vazhdon KQZ ndërkaq e ka gjetur zgjidhjen për një sere vendimesh qe duheshin marre me 5 vota si: Caktimi i vendeve te numërimit, organizimi i punës ne vendet e numërimit, akti për miratimin e manualit te komisioneve te qendrave te votimit apo dhe rregullat qe duhen zbatuar ne vendet e numërimit. Per te zhbllokuar situatën KQZ këto vendime ose i ka marre me 4 vota ose ka lëne ne fuqi udhëzimet për zgjedhjet e 2009.
