Heqja e TVSH-së për makineritë dhe pajisjet për një kategori të bizneseve që vuajnë krizën ekonomike, si dhe përjashtimi nga pagesa e këtij detyrimi, për importin e çimentos dhe hekurit për ndërtuesit e HEC-eve, ka shkaktuar debate në komisionin parlamentar te Ekonomisë. Opozita ka akuzuar qeverinë, se është duke kopjuar programin politik të partisë socialiste, dhe këto lehtësira po i bën tani, 4 muaj para zgjedhjeve. Opozita refuzoi të votonte këtë ligj, nëse nuk përfshihen edhe një pjesë tjetër e bizneseve, qe vuajnë krizën. Nga ana tjetër opozita akuzoi qeverinë, se po favorizon në këtë mënyrë vetëm biznesin e madh, dhe shembulli tipik është kategoria e ndërtuesve te hidrocentraleve. Ligji për ndryshimin e TVSH-së, u votua vetëm me votat e mazhorancës, pasi opozita refuzoi të merrte pjesë në votim për shkak të diferencimeve që ligji bën. Nga kjo nisme përfitojnë kategoria e fasonëve dhe agrobujqësisë, të cilët nuk paguajnë tatim mbi vlerën e shtuar, nëse importojnë pajisje dhe makineri për biznesin e tyre, njëkohësisht me këto lehtësira investitorëve të HEC-eve u shtohet edhe verimi i TVSh-së, për çimenton dhe hekurin.
