Since the start of the warm weather, tens of thousands have crossed the Mediterranean on makeshift boats chartered by unscrupulous smugglers. Nearly 2,000 would-be migrants have thought to have perished this year alone, but the exact toll is a mystery. After public outcry and an emergency summit, the European Commission has unveiled a quota system for EU nations to share the burden. But which countries have been exempted from this quota?
