US V-P Biden accuses Arab allies of allowing rise of ISIS

US Vice President Joe Biden accused Washington's key Arab allies of having allowed the rise of Islamic State forces in the Middle East. Biden said the unnamed allies had provided money and weapons to Syrian rebels in a desire to oust President Bashar al-Assad.
