Behold.... how to paint an image/photo on Adobe Photoshop CS6... the cheater's way!

Basic instructions in a nutshell:
Filter...Oil Paint Mixer Brush Tool with a paint daub setting/bristled brush Mix colour over the photograph, following the contours of the image.
Experiment with brush strokes to change the style. REMEMBER: Work over a COPY of your photograph incase you make any mistakes. This way, you won't loose the original incase you don't like it!
