Neither Jonatan Soderstrom or Dennis Wedin had been to Miami before choosing the setting for the game, but after being inspired by the documentary, Cocaine Cowboys, and the movie, Drive, the two developers decided Miami was the perfect locale
Hotline Miami is not based on a true story, like a certain pig butcher trailer might have you believe. However, this trailer exists in the world of Hotline Miami 2, where referencing the events that took place during the first Hotline Miami would be a true story within the game world.
Rather than attempt to disable links to pirated copies of the game, developer Jonatan Söderström (cactus) posted a fix to the buggy torrented version of Hotline Miami the day after release. To him, losing money was not as bad as people playing a version that would detract from their enjoyment of the game.
