Seems I fail with the block puzzles some (I had a hunch that was going to happen...). This guy has two different mini-bosses in his level.
Getting the Sub-Tank/Health Crystal requires the Air Dash Upgrade and a charged up Flame Burner.
Magna Centipede can be a really annoying boss to fight without his weakness. When he has his tail, he can pull X towards him. If he succeeds, X loses his ability to to charge shots as well as other abilities each time he is caught this way. This is why Silk Shot is needed just long enough to hit the Centipede once to destroy that pesky tail.
The battle reminds me some of Chameleon Sting with his teleporting. Unlike Chameleon Sting, the Centipede is not easy to hit with his weakness, thus Double Shot is the next best thing.
Now the Snail is all alone....
