00:00There was a trailer over on Buck Mountain Road.
00:05I want to say probably about 25 yards off the road.
00:09It's a really secluded place.
00:12On Friday, November 13th,
00:15he said he was going to take me there,
00:16but I'm scared to go anywhere with him
00:18that's not anywhere in town
00:20or with people that can witness.
00:24There's no neighbors.
00:26The way the property was set up,
00:27there was no way you could see anything from the road.
00:30So once you got back there,
00:32you were out there mercy.
00:34There was nobody coming to save you.
00:37Nobody would hear you.
00:39If you got brought out there, that was it.
00:42There was no walking away from that.
01:00On November 17th, 2015,
01:22Virginia Rodriguez celebrated her birthday.
01:24Every single year, no matter what,
01:27their son, Pepe, would always reach out to his mother.
01:31Pepe was a good-looking guy, 56 years old.
01:35Pepe's real name is Jose Horan.
01:37He was from New Jersey,
01:39but he had moved to Pennsylvania
01:41because a friend had told him,
01:43hey, maybe I can use you out here.
01:45Maybe you can help out.
01:46I got a place for you to stay.
01:48But that year, he didn't reach out to her.
01:52Virginia Rodriguez,
01:53she was somewhat frantically calling him
01:55constantly on his cell phone,
01:57and it was going right to voicemail.
01:59He stopped all communication with family.
02:01There would never be a time or circumstance
02:05that would take him away
02:08from his mother and his daughter.
02:11Virginia Rodriguez told law enforcement
02:14that the last time she had talked to her son
02:17was on November 13th of 2015.
02:20That was Friday the 13th.
02:22I was a supervisor of a homicide unit
02:26with the Pennsylvania State Police for 17 years.
02:28When we got this call about this investigation,
02:32I think investigators early on,
02:34they knew there was more to it.
02:37I was working a cold case,
02:39and my supervisor wanted us to drop everything
02:42and move forward on this new information
02:45that was coming in.
02:46We just started hitting the ground,
02:48started talking to anybody
02:50that would tell us something.
02:51We'd listen.
02:52We'd follow that lead.
02:53Talk to somebody else.
02:54We're also looking into,
02:56did Pepe use his passport,
02:59and did he passport out of the country?
03:01You know, all those things,
03:02and all of them kept coming back negative.
03:06At this point, we knew that Pepe took a chance,
03:09and he moved to Weatherly.
03:11So law enforcement had about a month window
03:15from October up until November 13th.
03:18Then all of a sudden, he's gone, vanished.
03:24We couldn't find that he was on the face of the earth anymore.
03:31Weatherly Borough sits in the northeast PA,
03:33right on the outside of Poconos.
03:35It sits kind of secluded out in the middle of nowhere.
03:40It's three and a half square miles.
03:42Got about 2,500 residents.
03:44So it's a very tight-knit community.
03:47People know everybody.
03:51The town, it kind of has that hills have eyes
03:54or that creepy feeling
03:55where it kind of feels like somebody's always watching.
04:02Just outside of Weatherly
04:04is where it runs in the Foster Township.
04:06It's woods, hundreds and hundreds of acres of woods.
04:09And then there's the stone couch.
04:16Sits on Buck Mountain Road.
04:18It's a rock that looks like a couch.
04:21They say if you sit on the couch,
04:23the first time, bad luck will happen to you.
04:26The second time, somebody that you know will die.
04:30And the third time, you'll die.
04:34I wouldn't dare sit on that couch.
04:35On August 6, 2016,
04:45a little over a year since Pepe had gone missing.
04:50It was around 2 o'clock in the morning.
04:53I received a phone call from my chief.
04:55It said that we had a large fire in town.
04:57It jolts me.
04:58It wakes you right up.
05:00I jump out of bed, grab some clothes,
05:02jump in the vehicle.
05:02A bunch of residents have called
05:06and said there's a house on fire on 3rd Street.
05:08And we didn't really know what was going on.
05:11Everything was burning.
05:15I remember the heat being so intense.
05:18I could feel the left side of my face starting to blister.
05:21That's how hot it was.
05:23You could smell the shingles burning,
05:26the sting in your nose.
05:27It's the asphalt smell.
05:28You could smell the vinyl siding burning.
05:32It was a lot worse than I expected when I got there.
05:36There were three houses that were on fire.
05:40But by the grace of God,
05:42everybody got out without any serious injuries.
05:46So we had an accelerant sniffing dog,
05:48and the dog definitely hit on some areas
05:50that were deemed to have accelerants on him.
05:53It was arson.
05:53I told my officers to start doing interviews,
05:56talking to neighbors.
05:57We need to go at it and figure out
05:59who started it, how they started it,
06:01why they started it.
06:04That morning after the fire,
06:06while we were doing this investigation,
06:08I found out that Roberto Corner
06:10owned the property on 3rd Street.
06:13He was in his late 40s, confident.
06:15He's about as wide as he is tall.
06:17This is what we're doing today,
06:19taking it down caveman style,
06:20one piece at a time.
06:22So of course I love my job.
06:25Wouldn't you?
06:26Roberto Corner was a well-known name in the area.
06:30He was really integrating himself
06:32from being an outsider
06:33into this small community
06:35by wanting to be involved in politics,
06:37wanting to be involved with local government,
06:40buy properties,
06:41fix them up,
06:42be friends with the chief of police,
06:44be friends with the mayor,
06:45maybe run for mayor himself.
06:50I asked Rob several times
06:52if he had anything to do with the fire,
06:54if he set the fire,
06:55and he adamantly says he did not.
06:58He said he had nothing to do with it.
07:00So speaking with Corner,
07:01just asking him basic questions,
07:03if he had insurance on it,
07:05if he knew what happened,
07:06if he had any problems with anybody.
07:10My officer started by looking at every single house
07:12to see if there was any type
07:13of surveillance camera on it.
07:15A couple blocks away,
07:17they found a security camera.
07:19I noticed there was this white Mitsubishi eclipse
07:23with a big spoiler on the back
07:25that stuck out.
07:26It was very distinctive,
07:28and I'm not sure how to tie it in yet,
07:30but I need to find the car.
07:31Knowing the sheer damage and destruction of the fire
07:39being over a million dollars of damage,
07:42that's when I decided to bring ATF in.
07:45We got federal search warrants
07:47for all the properties that Corner owned.
07:49We pull up that morning
07:50to execute the search warrant
07:52in the cottage hotel.
07:53The cottage hotel was a three-story,
07:56Pepto-Bismol color,
07:58pink gargoyles out front.
08:00There was always weird stuff going on there.
08:02It was a transient place.
08:05People that lived at the cottage,
08:07it seemed as though they were afraid to talk,
08:09and we didn't know why.
08:12It was always,
08:13I don't know anything.
08:14I can't help you.
08:17During these interviews
08:17with the tenants to the cottage,
08:19we had an individual come forward,
08:22and he said that I needed to talk
08:24to a tenant there.
08:25He's been there for about two, three years.
08:27He wasn't on our radar yet.
08:29He was just another person
08:30that we were talking to.
08:32This is me in 2014
08:35when I moved into the cottage,
08:39and I had absolutely no idea
08:41what I had in store for me.
08:42About 11 o'clock at night,
08:47I got a phone call,
08:50and it was a block number.
08:52I answered the call,
08:54and it was Sergeant Bogard,
08:55and he told me, like,
08:57look, I'm parked across the road.
08:59Look out your window.
09:00You'll see that white car.
09:02He's like, come down, get in my car,
09:05and I'm going to take you somewhere.
09:06We're going to go,
09:07and I want you to talk.
09:09He assured me, like,
09:10nothing's going to happen to you.
09:11We're going to protect you.
09:13And then finally I agreed.
09:14I'm like, there's a place three miles away.
09:18When it gets dark,
09:19and I know that everybody's gone or in bed,
09:22I will meet you there.
09:24I got in the car with him.
09:26I was terrified.
09:28Anybody can show you a badge.
09:30That doesn't mean they're a cop.
09:31And then the door's locked.
09:33And then he took off.
09:35So all of a sudden,
09:36I'm in a car with a big, bald dude that has a gun,
09:39and he's driving towards the woods.
09:41He took us this weird back way into Weatherly.
09:44I've never went that way before.
09:47He didn't say a word to me.
09:49So that made me even more scared.
09:52So I'm, like, sitting there with my hand on the doorknob.
09:55I literally was going to jump out of the car.
10:00We got to the Weatherly police station,
10:03and there was a room full of federal agents.
10:07So I was shocked.
10:08I was honestly shocked.
10:09Detective Bogard,
10:11he tried to calm me down the best he could.
10:13He said,
10:14you're cool, you're cool, you're cool.
10:16We actually sit down and interview him
10:18about what was going on.
10:19You're not under arrest.
10:21You're free to leave at any time.
10:22That door's not locked.
10:23If you want to walk out,
10:24you can walk in at any time.
10:25You know what I mean?
10:25It's just one of those things.
10:27Oh, I've struggled with it,
10:29and I'm scared.
10:31I'm scared for my safety.
10:33I'm scared for my son.
10:35I admitted that I knew about the fire
10:37and that I was there,
10:39and I tried to convey to them
10:41that I was not a willing participant.
10:43They didn't believe me at all.
10:45Like, they absolutely did not believe me.
10:48Donnie Warren, I think,
10:49had a really tough decision to make.
10:51Am I going to be on the good guy team,
10:52or am I going to be on the bad guy team?
10:55So I told them,
10:57I know what happened to Pepe.
10:59So you need to be 100% with us,
11:01straight up,
11:02I just want to do the right thing.
11:07Donnie Warren was a resident there
11:09at the Cottage Hotel.
11:11Donnie is an individual,
11:13a very unique individual,
11:15to say the least.
11:18The stories that Donnie was telling us,
11:21it was almost hard to believe.
11:24One of the first things he said,
11:25that he had the vampire disease,
11:27you know,
11:28which I didn't know what it was.
11:30When I get really stressed,
11:31my liver, my skin breaks off.
11:33I have holes appear in my skin.
11:35And we're like,
11:36oh yeah, that's interesting, Donnie.
11:39I got treated like a UFO abductee.
11:42Nobody would believe me.
11:45Fast forward,
11:46when you find this,
11:46it's a thing,
11:47it's Perfioria.
11:48Like, if he gets stressed out
11:50and he goes in the sun,
11:51he starts to like break out.
11:53You know, it's just weird.
11:56But when he told me
11:57he drove his white Eclipse,
12:00and I'm like,
12:01does it have a big wing on the back?
12:02He's like, yes.
12:03And I'm like,
12:03his story makes sense.
12:04He was here
12:05because we have the photo
12:06to show that he was here.
12:08And it seemed Donnie
12:09was telling the truth.
12:12And he wanted to speak to us.
12:13He wanted to talk
12:13to whoever was in charge.
12:16And I even told him,
12:17like, look,
12:17this is actually what happened.
12:21I'd moved into the cottage
12:23around November
12:23a couple of years ago.
12:26Me and my girlfriend
12:27had split up at the time.
12:28And so I was
12:30just basically desperate
12:33for a place to stay.
12:35There was people
12:36in and out of there
12:37constantly.
12:39This woman,
12:40Elba,
12:41was the one
12:42that dealt with
12:42the elderly people
12:44they had there.
12:46There was a family
12:47living down the hall
12:48from me
12:49as a couple
12:50and a couple of children.
12:52Was Pepe around
12:53at that time?
12:54Yeah, actually,
12:55Pepe came around
12:56around that time.
12:57Pepe,
12:58well,
12:58Jose Heron,
12:59I'd moved into the cottage
13:01around the beginning
13:02of November.
13:03He was only there
13:04for, like,
13:04maybe a week and a half,
13:06maybe two weeks
13:07at the very most.
13:08I liked Pepe.
13:11I thought he was cool.
13:12Sharp dresser.
13:14He's a ladies, man.
13:15A typical, you know,
13:16Cuban machismo.
13:18Kind of like
13:19a fatherly figure
13:20type guy.
13:24Pepe and Roberto Turner
13:26knew each other.
13:34The first time
13:35I met Rob,
13:36I noticed straight away
13:37that he seems like
13:38he's genuine,
13:39he's a caring guy,
13:40he just wants to help you,
13:42he doesn't want
13:42anything out of it.
13:45Rob knew that I was broke
13:47and I needed money,
13:48so he had work around.
13:51If you want me
13:52to paint things cool,
13:55if you want me
13:56to do a little
13:57spackling,
13:58stuff like that,
13:59cool,
13:59as long as it's
14:00within my physical limit
14:01to do it,
14:03I don't mind doing it.
14:04At first,
14:06I did a lot of painting
14:07and then after about
14:08a week of living
14:09at the cottage,
14:11things started to take
14:12a really sinister turn.
14:19Just out of the blue,
14:22I was told,
14:23oh, I need you to go over
14:24to Buck Mountain Road
14:26and paint over a floor.
14:29You have to use this paint.
14:34And he gave me four gallons
14:35of oil-based paint.
14:37Absolutely had to be
14:38oil-based paint.
14:39And I had to coat
14:41as many coats
14:41over the floor
14:42as I could.
14:45So I thought
14:46it was a little weird,
14:48like, why would you
14:48be painting over something
14:50that carpet goes over?
14:52So it didn't make
14:53any sense to me.
14:54And then when I saw
14:55what was on the floor,
14:57I saw the volume
14:59of blood
15:00that was on the floor.
15:04You try telling yourself
15:05that that's not
15:06what it is,
15:07like, no,
15:07that can't be.
15:09It was in that moment
15:10that I realized
15:11that I saw too much,
15:13I knew too much.
15:18There's absolutely
15:19no way
15:20they were going to
15:20let me leave there alive.
15:24The next day,
15:29there was a bag
15:30of weapons
15:31that were put
15:32in my room.
15:33There was a .45,
15:34a 9mm,
15:36a .22,
15:37there was a shotgun
15:38and an AK-47.
15:40I was told
15:41to strip them down,
15:43clean them,
15:44make sure
15:44that there was nothing,
15:46no fingerprints,
15:47like, no DNA,
15:48no nothing,
15:49using bleach
15:50and ammonia.
15:52The moment
15:53that I touched
15:54the weapons,
15:55like,
15:55I knew what
15:56they were used for.
15:58And that was,
16:00like,
16:00the point of no return.
16:03So it was really
16:04a horrible feeling
16:05because that was,
16:06like,
16:06any shot I had
16:07at people believing me
16:08was the evidence
16:09that I was destroying.
16:11So it was really
16:12a double-edged sword.
16:15I did my best
16:16to, like,
16:17make it appear
16:17that I did it
16:18but not erase
16:20all of it.
16:21And then I wrapped
16:22them in bags
16:23and then I put
16:24them back
16:24in the duffel bag.
16:29One of the first
16:30questions I had
16:31of Donnie
16:32after he told us
16:33his story
16:34was,
16:35why didn't you
16:35call 911?
16:36Why didn't you
16:36report it?
16:37And according to Donnie,
16:39he did.
16:40He went to
16:41Chief Anthony Harris
16:42who, at the time,
16:43was the Freeland Borough
16:45chief of police.
16:46I went to Chief Harris
16:48because I thought
16:50it was the right
16:50thing to do.
16:51I seen him on the street.
16:53He was up at
16:53Convenient, actually.
16:55And I walked up
16:56and I told him
16:57I had some information
16:59and that I was
17:01fearful.
17:03I didn't want
17:04to tell him
17:05but I couldn't
17:07deal with being
17:08under somebody's thumb.
17:10And I was like,
17:11I don't know what to do.
17:12What do I do?
17:14And he said,
17:14well, your best bet
17:15is just to mind
17:16your own business.
17:18And he looked at me
17:19and said,
17:20that can just
17:21as easily happen
17:22to you.
17:24I'm like,
17:24oh my God,
17:25oh my God,
17:26what did I just do?
17:27I went in the store,
17:28I came out,
17:29Harris was gone.
17:31I'm like,
17:31all right,
17:31maybe he won't
17:32say anything.
17:34I got home
17:35at the cottage
17:36and I saw
17:37Chief Harris
17:37walk out the front door.
17:39As soon as I
17:40walked through the door,
17:41all the people
17:41that were there
17:42shut up.
17:44Somebody hit me
17:45and then
17:48like a pack
17:49of hyenas.
17:52I had a gun
17:53stuck under my chin
17:54and told that
17:55I was a snitch
17:56and they were
17:56going to kill me.
17:58And I eventually
17:59talked my way
18:00out of it.
18:00I'm like,
18:01look,
18:01he's misunderstood
18:02what I said.
18:03I don't know
18:03what he's talking about.
18:04I didn't say that to him.
18:06And eventually
18:07after getting
18:08your face beaten
18:08and you saying
18:09the same thing,
18:10I was allowed
18:12to walk away
18:13from it.
18:15But any hope
18:16that I had
18:16of getting away
18:17disintegrated
18:18instantly.
18:19I lived every day
18:21of my life
18:22waiting to get killed.
18:24I tried to make myself
18:25as invisible
18:26as possible
18:26because I knew
18:28if I drew attention
18:29in any way
18:29that that was
18:30potentially fatal.
18:32once they trapped you,
18:36that was it.
18:36There was no leaving.
18:38There was just
18:39no way out.
18:45A witness came forward.
18:46That was Donnie Warren.
18:47He relayed
18:48to the investigative team
18:49that Jose Pepe
18:51Horan
18:52was in fact
18:52a missing person
18:53and had been living
18:54in Freeland
18:55in 2015.
18:57We know
18:59Pepe's family
19:00last heard from him
19:01Friday,
19:03November 13th,
19:042015.
19:06So between
19:07that report
19:08and the information
19:10from Donnie Warren,
19:11we knew
19:11we were onto something.
19:13Donnie was able
19:14to get into
19:15more details
19:16about what it was like
19:17for him and others
19:18to live at the cottage.
19:21Cottage was the center
19:22of the universe,
19:24for sure.
19:24The cottage was
19:27a tool
19:28used by Roberto
19:29Turner
19:30to control people.
19:34A lot of these people
19:35were just in fact
19:36down on their luck
19:37or they had addictions
19:38or they just needed
19:40a place to stay.
19:44He was very,
19:46very good
19:46at finding
19:47people's weaknesses
19:48and then exploiting
19:49that weakness
19:50to manipulate them.
19:52So people are so scared
19:53of Roberto
19:54Turner
19:54and that's
19:55what he feeds on.
19:57There was always
19:57rumblings
19:58when we're talking
19:59to people
19:59and saying that,
20:00you know,
20:01the police chief
20:02and Turner
20:02are friends.
20:03We see them
20:04together all the time.
20:07Once you're
20:08in the Turner family,
20:09it's sort of
20:11like the mafia.
20:11You're going to be
20:12one of his minions.
20:16He told us
20:17flat out,
20:18blood in,
20:18blood out.
20:19That's us
20:20versus everybody else.
20:21There was rumors
20:22in town.
20:23We were all Satanists.
20:25We were sacrificing
20:27animals,
20:28cult meetings.
20:30You know,
20:30Rob sat in a throne
20:31and drank from a skull
20:33and, you know,
20:34all of us
20:34were brainwashed.
20:37He was talked up
20:39like Charles Manson.
20:44And then there was
20:45Dave Elzigari.
20:46He was Rob's
20:49personal automaton.
20:51He did whatever
20:52Rob told him.
20:53If you saw Rob,
20:54Dave was there.
20:56I know Dave
20:57did have some belief
20:58in Santeria
21:00and voodoo.
21:01Dave had a bunch
21:02of, like,
21:03ritualistic items
21:05that were related
21:05to black magic
21:07and to Santeria.
21:09It was a ritual stone.
21:11It had, like,
21:12a face carved in it.
21:13One time,
21:19Dave had did something
21:20that made Rob mad.
21:23So in order
21:24to pay penance for it,
21:25he took that carved stone
21:27and, I mean,
21:28literally bashed himself
21:29in the face with it
21:30until blood
21:33was just spraying
21:35out of his face.
21:36This is my blood
21:41oath to you.
21:42You're my brother.
21:43This is my life.
21:44I'm giving you my life.
21:49It was surreal.
21:51I mean,
21:51it's surreal.
21:52Saying it's surreal
21:53to watch somebody
21:54do that,
21:56I've never seen
21:57anything like it.
22:01Roberto Torner
22:02owned several properties
22:03in Carbon
22:05and Luzerne counties.
22:07And Donnie Warren
22:08provided investigators
22:09with information
22:10about weapons
22:11and where they could
22:12find the C4 explosives.
22:18The Buck Mountain Road
22:19property was a big property.
22:21It's vast.
22:24Torner used it
22:25to store a lot of stuff.
22:26If he had garbage
22:28or other stuff
22:29from the work
22:30that he was doing
22:30in town,
22:32he would take it
22:32to the Buck Mountain Road
22:33property,
22:34dump it,
22:34and burn it.
22:37We identified
22:38two burn piles
22:39on the property.
22:42I think it was
22:43like the second
22:43or third day
22:44just excavating down
22:46in the burn pit.
22:48We started finding
22:50things,
22:51and at first,
22:52it's kind of like
22:53putting a puzzle together.
22:54Like,
22:54this doesn't look like
22:55a burnt book
22:56or, you know,
22:57normal burnt material.
22:58Like, what is this?
23:01That looks like
23:02bone fragments.
23:05We did, in fact,
23:07find fragments
23:08that a forensic
23:10anthropologist
23:11was able to identify
23:12as human skull.
23:16Somebody who's missing
23:17this much skull fragment
23:19cannot be alive,
23:20so you can kind of
23:21deduce that,
23:21hey,
23:22we couldn't prove
23:23that it was Pepe,
23:24but if it wasn't
23:25Pepe,
23:26who was it?
23:32Investigators
23:32also found
23:33on Roberto
23:34Torner's property
23:35C4 explosives
23:36that were stolen
23:37from an army base
23:39in Kentucky.
23:40That led to
23:41an arrest
23:42of David
23:43Alzagari
23:44and Roberto
23:46Torner.
23:46While Torner
23:53was in prison,
23:54I went to speak
23:55to him about
23:56the arson.
23:57Money came.
23:59I don't want to be
23:59recording right now.

24:01protection and my
24:02protection, so.
24:04You want to ask me

24:40Roberto Torner told me
24:41he did not want to talk
24:42on camera,
24:43and asked me
24:44to turn the camera off.
24:46He said he has
24:47some information.
24:47He wanted to volunteer
24:48out for us about Pepe.
24:50Turn it off for a second.
24:53That's when he went
24:54into telling me
24:55that he instructed
24:56Dave Alzagari
24:57and Pepe
24:59to take some
25:00construction debris
25:01down to the Buck Mountain
25:03Road address
25:03and burn it
25:05like they normally
25:05always do.
25:12But he was worried
25:12because he knew
25:13because he knew there
25:13was some animosity
25:14between them.
25:15But then he's got
25:16a bad feeling.
25:18He needs to go
25:18check on him.
25:19Something's not
25:20sitting right with him.
25:20Rob said he gets out
25:31and he starts yelling
25:32right away,
25:33Pepe, Pepe,
25:33Pepe, Pepe.
25:35Pepe.
25:36And Dave
25:37sticks his head out
25:39from around this chicken coop
25:40and is waving
25:42to Torner.
25:42and Rob's like,
25:46where's Pepe?
25:47And then he's like,
25:48you believe what
25:49that guy did?
25:49He goes,
25:50Pepe was my friend.
25:52I had to look there
25:52and watch my friend die.
25:54I'm at the state police
26:02barracks
26:03and we get the call
26:04from prison officials
26:06that Dave El Zagari
26:08wants to talk
26:08to law enforcement.
26:10What is this here, buddy?
26:12Two?
26:13Or, no.
26:14Anything.
26:16Those are nice.
26:17I see.
26:18Ah, chop, chop.
26:19If you want to know
26:27what he uses it for,
26:28can you explain that?

26:38to kill somebody,
