S Africa electricity price rise to hit poor hardest

South Africa's energy regulator has rejected the state electricity company's bid to raise prices by 16 percent each year for the next five years.

Instead it says it will allow a price rise of half that amount for the same period.

But for the country's poor, even that is too much.
