The Guardian chief football correspondent, Owen Gibson, talks to Mark Saggers about the financial fair play rules that are set to be introduced.
Owen thinks that although penalties for breaking the rules will be implemented, they may not be severe enough to stop the top clubs bending the rules as much as possible.
He also adds that high-spending teams such as Manchester City, Queens Park Rangers and Paris Saint Germain have to be careful about their future expenditure in order to keep in line with the new regulations.
