For many years Latvia desired independence. In 1991 it finally gained it. Now Latvia has strained relations with Russian Federation due to Russian discontent with its citizenship policies, as well as Latvia's requests for Russia to recognize it as continuous with the first Latvian Republic. The country is divided... Former Soviet soldiers are fined if seen in uniform. Some ethnical Russians hold so-called alien's passports.
