As we open, Mafia Kingpin, Nicodemo Scarponi, (Scarfo) arrives back in Philadelphia from Federal prison. Murray convicted him on a federal gun charge and made sure Scarponi got the maximum. The Kingpin burns with two ambitions – to see Murray dead and rule the city.
After a failed hit on Murray in broad daylight he goes on a rampage. His marriage unravels and he is suspended from the Bureau. With his life in ruins, a retired cop, Center City Charlie, intervenes at the last moment to stop Murray from killing himself.
Charlie convinces Murray that the only way to get his life back is to catch Scarponi’s mob soldier, now on the run who slipped through Murray’s fingers. Murray and Charlie team up and trail the fugitive to the Dominican Republic. What they don’t know is the man kept a secret mob diary that, if discovered, would seal the fate of the Philadelphia mob.
