The United Nations Security Council has condemned Syria's government over Friday's killings in Houla.
It said its use of tanks and shells was a violation of international law.
But it didn't directly blame the government for the deaths of more than a hundred men, women and children.
Al Jazeera's Kristen Saloomey reports from the UN in New York.
