The Palestine Papers also reveal that US president Barack Obama's administration refused to build upon agreements made under his predecessor George Bush.
The documents show that they wanted to start negotiations from scratch.
And as Al Jazeera's Mike Hanna reports, that is something that the Palestinian negotiators found extremely frustrating.
