Japanese forced to rebuild on tsunami-devastated land

Since last year's earthquake and tsunami, Japan's government has passed three emergency budgets totalling $170bn for recovery and reconstruction.

Some of that money is to be used to relocate devastated coastal communities to safer, higher ground, but as yet there are still no concrete plans to do this.

Al Jazeera's Harry Fawcett reports from the resort town of Minami-sanriku, which was largely decimated by the massive force of the tsunami.
