Following the resignation of Yves Leterme, the Belgian prime minister, after he failed to come up with a constitutional reform package that is hoped will put an end to fears that Belgium may split, Belgium's politicians remain deeply divided. French and Dutch speakers cannot agree on the future of Belgium. At the centre of these reforms is the future of the capital city, Brussels. Mark Seddon reports.
