Venezuela is considered one of Latin America's most violent countries, averaging thousands of murders per year, most of which go unsolved.

While Hugo Chavez, Venezuela's president, says the crime rate is diminishing, he's launched an ambitious security plan in the capital, targeting some of the most troubled areas in Caracas.
