A commission investigating the deaths of up to 1,500 East Timorese, during the country's vote for independence from Indonesia, is due to release its findings on Tuesday.

Al Jazeera has obtained a leaked copy of the report, which says the Indonesian government bears responsibility for the killings.

But as Marga Ortigas reports, the commission has no power to prosecute.
