They have been wrangling over Western Sahara for decades, but Morocco and the Polisario Front are still no closer to reaching an agreement.
Morocco claims the North African territory as its own, but it is disputed by the Polisario movement which wants an independent state.
Now, the Front, in its first general congress since 2003, is proposing a return to warfare.
And as Zeina Awad reports, a generation of young Sahrawis are growing up in refugee camps, unsure of their future.
