They say you can tell by examining the Parallax effect.
I present you this clip of a music video, also filmed from the almost mile long Armon Hantziv promenade as the UFO clip, showing the same Parallax problem. Of course this music clip isn't a hoax, it's from the song, Fourth Candle: by the Para Aduma Band. So I present that since the same effect of the background moving in the same direction as the foreground as filmed from the same location as the original UFO video only this time in an obviously non-hoax video, that there is no Parallax problem. The optical parallax effect will vary depending on whether the movement is wide, or small little movements, depending on the distance between background and foreground.
