SPAIN – TERRORISM: ETA declares a permanent ceasefire The Basque separatist group ETA announced a permanent ceasefire Monday, in a statement published in the pro-nationalist newspaper Gara. It is the first time that ETA has unilaterally declared a ceasefire in its 40 years of existence.
