Military leaders claim to have dissolved the government of Madagascar on Wednesdat. Citizens of Madagascar were lining up to vote in a referendum at the time.

President Rajoelina - who himself seized power after ousting unpopular leader Marc Ravalonmanana last year - offered words of advice to citizens after casting his vote.

[Andry Rajoelina, Madagascar President]:
"Taking responsibility is really something that is very important, when it comes to the fact that we can express our opinion through the referendum. Because it is really the opinion of the people that we are asking for the future of the country; so it's very important to participate in this referendum."

Military Police General Andrianazary told Reuters by telephone after an emergency meeting of top military leaders in the prime minister's office that they would not accept a mutiny and would intervene.

And Prime Minister General Camille Vital later told reporters the rule of law would be upheld.
