At least 16 Iranian students and two Filipinos were killed in the bus accident on Sunday morning.
The bus plunged 100 feet into a ravine after its brakes failed.
Police say the bus had around 50 people on board including Iranian medical and nursing students.
Thirty passengers were taken to hospital for treatment.
