00:00I'm at the moment drafting a strengthened water bill which will contain new powers to
00:06ensure that this is far from a talking shop. But what we want to do is set these things
00:11up early so the water companies can get used to working with them and looking at regional
00:17analysis on prioritisation for investment and that's never happened before.
00:22All the Prime Ministers announced that the removal of the 3% cap on the ownership of
00:28water shares which is currently in law and what I'm saying is we don't have a
00:33system that's working at the moment so nothing is off the table as we move
00:39forward to transform our system. I'm not saying that anything's off the table the
00:443% cap is being removed which is an empowering move to make certain that we
00:50have the maximum flexibility to ensure that our water system going forward is
00:54going to work in the interests of local people and lead to much better results
00:59than these declining performances and mass anger everywhere I go which I share
01:05about sewage in our rivers and under performance, leakage and the rest of it.
