A three-storey building has collapsed in the congested Gali Satara area of Chawri Bazar in Old Delhi, leaving two people dead, one injured, and several others feared trapped beneath the rubble. Delhi Police sources confirmed that search and rescue operations are underway with teams from the NDRF and Delhi Fire Service on site. Extremely narrow approach roads have completely prevented heavy machinery, cranes, and JCBs from entering the area, forcing rescue workers to clear nearly 10 feet of debris manually by hand. Authorities have barricaded the surrounding market streets to create a corridor for ambulances and medical personnel. Preliminary reports indicate the structure was undergoing illegal construction without requisite permissions when it collapsed.

00:00What is the number that you believe that we are looking at who could be fear trapped?
00:056 to 7 is what is coming for. Do you think it could be more?
00:07What telepolis sources are telling us?
00:11Yes, what telepolis sources have confirmed to us at this point, two people have lost their life.
00:16One person has been taken out, injured, whereas 6 to 7 others are still inside.
00:21The number could go up. It is still not confirmed that how many people could be trapped over there
00:25because there were laborers that were staying over there and the construction work had just started
00:30and just minutes after that the entire building had collapsed.
00:34So yes, there are a lot of questions that needs answering at this point.
00:37However, the focus of the authorities is to initially ensure the locations where the people could have been trapped
00:42and then go ahead and carry out with the rescue operations.
00:47So the search operations are underway. The rescue operations could take some time.
00:51As I have mentioned that there is no way that machineries could get over here
00:56and hence everything needs to be done in the conventional methods to the conventional routes that were utilised by...
01:02So telling me that unlike Satya Niketan where there were actually, there were cranes that were brought in,
01:07there were these big equipment that were brought in that could help rescue personnel,
01:11that cannot come here. It will have to be all done by hand.
01:17Well, yes, no heavy machinery. There is no way any sort of a heavy machinery could come over here.
01:22If I could just show you around. This is the length of the approach road and right in front of
01:27me
01:28is the lane that goes towards the spot where the incident has happened.
01:32And if you could just get a sense of how close these two walls are,
01:37you'll get an exact sense of how congested is this entire location and let alone any sort of heavy machinery.
01:45Even two to three people cannot walk simultaneously in these streets and hence it is impossible for rescuers
01:51to even take out the debris that has collected over there because the debris that has collected
01:55or the rubble that has collected needs to be taken out from there so that there could be more space
01:59for the rescue operations to be done.
02:01And even for that, even for removing that debris, there is no space as to where can they throw the
02:06debris.
02:06So the entire operation that will be done will be done through hand.
02:11They will have to dig through hand without even having the option to remove the extra part of the debris
02:17away.
02:17They will have to climb atop those debris and then dig through vertically to get anywhere close to the locations
02:24where the people are stuck.
02:25It was a three-story building, so the rubble that has collected is also pretty high,
02:28is also approximately 10 feet in height.
02:31So it is a very, very herculean task for the rescuers to carry out the operation and ensure that they
02:36are also safe
02:38and they do not hurt themselves in this operation as well.
02:41So it is a very, very uphill task that has now been undertaken by the NDRN and the daily fire
02:46services.
02:46Look at the lane that Anshul Singh, my colleague, is reporting from, that it is such a narrow lane that
02:53machines cannot come in,
02:54which means cranes, any kind of heavy equipment, the JCB machines cannot come in.
02:58And that is why you see only the rescue personnel.
03:01Unlike Satya Niketan, at least where there were big machines that could be pulled in,
03:05and that is why these narrow lanes, and I can tell you, all Dhilliwalas know what old Delhi really is
03:10about.
03:10Yes, it is a bustling festive season, it would be packed, but it is also a reminder of how, when
03:15guidelines are not followed, what can happen.
03:17And incidents like this was waiting to happen here in old Delhi, and I fear this could be much worse,
03:22especially with the kind of wires we see exposed all the time.
03:26But Anshul, as I return to you, as we are looking at these top-angle views as well of the
03:30building,
03:30where teams of fire personnel and rescue personnel were on the job,
03:35isn't it like Satya Niketan that you are mentioning, there was also under-construction work that was happening there,
03:41similarly under-construction work happening here, and then the building collapses?
03:49Well, yes, definitely it seems like that, and this time around as well, the similarities are way too much.
03:55In fact, this was also an illegal construction, is what we have been told, Prime of Assayya, at this point
03:59in time,
03:59that this entire construction was done in an illegal manner, without taking requisite permissions from the MCD.
04:05But, again, it is very, almost naive to expect that the Delhi police or the MCD did not have any
04:11idea that this building was being constructed over here.
04:15So, yet another case of corruption, as it seems, is coming to the fore, and due to this greed of
04:20a few government officers,
04:22again, seven people's life is something that is in danger, two people have already lost their lives.
04:28And, again, it is the same sequence of events that can be seen being transpired over here.
04:33But, yes, the only difference being that in Satya Niketan, there were heavy machineries that were pushed into action just
04:39hours after the incident had happened.
04:40But, in this case, that is something that cannot be done absolutely, and that is the reason why it is
04:46going to take a long haul for the fire department and the authorities over here to go ahead and carry
04:53on with this entire rescue operation.
04:55So, yes, it is going to take some time for them as the Delhi police is trying to ensure that
05:00a green corridor is built in this entire area.
05:02Stay on with me. As we see, police personnel have been deployed.
05:05The area clearly has been barricaded, but it is a scary visual.
05:10Remember, it is a nightmare. Any building that is suddenly collapsing, there are people, whether working or living inside.
05:15Anshul is telling us that there were possibly some labourers and workers who were also residing in this building.
05:20Anshul, when you were en route toward the Gali Satara, as it is called,
05:25did you see that during the bustling festive season that it were clearly packed streets while you were heading to
05:31this street as well?
05:32And the fact that time is of essence here, they need to not only barricade this area, shut the shops
05:38around.
05:38They have to ensure that these personnel by hand or whatever machine that they can use, that they can dig
05:43in to find survivors.
05:45Eventually, an incident like this is about time.
05:51Well, yes, the race is against time. And if I speak about my personal experience, it took me 15 minutes
05:57to cover a distance of one kilometer in this entire area.
06:00So, you can imagine that how jam-packed is this area right before the Diwali season, right before the festive
06:06seasons.
06:07The entire area is absolutely jam-packed. And there is no way that any heavy vehicle or any heavy machinery
06:14could make its way.
06:15Now, at this point in time, since the incident has happened, the approach road has now been cleared.
06:20It has been barricaded. People have been asked to move inside and leave way for the ambulances and emergency services
06:26vehicles to come here.
06:28Again, I could show you in these visuals, even basic equipments that are required,
06:32it is taking a lot of time for them to get those basic equipments from the vehicles all the way
06:37to the incident site.
06:39Because of the kind of conditions. See, ambulances and hospital staff has also been now called in.
06:45So, it seems like that there is some development. It is likely that there could be someone who could have
06:50been spotted by the rescuers.
06:52And hence, now people are actually being called in. Now, senior officers of the Diwali police are also on the
06:58spot to ascertain the entire situation.
07:01Additional DCP Central District has, in fact, just reached over here to actually go ahead and monitor the rescue operation.
07:08So, one thing is clear, it is going to be a very, very uphill task for the authorities to carry
07:14on with this entire operation,
07:16to carry on with the entire rescue and search operation, because everything will be done in a conventional manner through
07:22hand.
07:23And that is something that is going to take hours for the police and the authorities to ensure that people
07:28are...
07:28Good, you're on the spot right away, without wasting any time, Anshul.
07:32And I'll keep tracking and keep giving us updates about the situation here.
07:36The fact that an ambulance also cannot directly reach the site.
07:39So, the help and rescue personnel are rushing to location.
07:43Possibly, they have found someone who has survived.
07:45This is the condition. You can see how tightly packed the entire area is.
07:48The building has collapsed. We'll keep tracking.
07:50This is going to be our top story from Chauri Bazaar, Old Delhi area, about another building that has collapsed.
07:55But what led to it? What was ignored? Of course, that. The violation of norms still continue.
