This is what happens when the state and local governments disagree.

00:13Oh man, my research, you know anything about laws?
00:18So many laws to worry about.
00:20Did you know the governor signed 259 bills into law last year?
00:23And that's just here in Colorado.
00:26Did you know that in Colorado it's illegal
00:28to lend your neighbor a vacuum cleaner?
00:30Not saying I did, but if I did.
00:38That's why I collect this stuff.
00:39Just to keep track of it all, man.
00:42Like, here, you'll appreciate this.
00:44In Louisiana, you can get fined $500 if you send a friend a pizza
00:48and he doesn't know about it.
00:50That's a law, dude.
00:51Simple pizza prank and suddenly you're out five hundo.
00:55In Massachusetts, you're not allowed to own an explosive golf ball.
00:59Like, how did that even come up, right?
01:02Did someone try to assassinate Tiger Woods?
01:05Only Massachusetts knows, I guess.
01:07This is where the laws get really crazy, though.
01:10Here we are in Colorado, where if you're over 21,
01:15which I am, you can legally possess up to an ounce of marijuana,
01:18but not in the seven states surrounding it.
01:21So if I had a little weed, and I'm not saying I do,
01:24but if I did, and I were to step over the state line,
01:27I'd be breaking the law.
01:29Now I'm an outlaw, now I'm a good boy.
01:30Outlaw, good boy.
01:32Back and forth, in and out of the criminal lifestyle.
01:37See, our Constitution was designed to let states maintain sovereignty.
01:41So most of the laws that affect us day to day are state laws.
01:45Education, transportation, sanitation.
01:50That reminds me.
01:55Recycling. State law.
01:58But it's not that simple, man.
02:00Because the federal government has laws of its own.
02:02And when state and federal laws conflict,
02:05Article 6 of the Constitution says the federal law wins out.
02:09Now, marijuana is legal here in Colorado.
02:12But it's illegal anywhere in the U.S. under federal law.
02:16See the problem?
02:17Legal and illegal.
02:21Oh, yeah.
02:24Now, technically, the feds could come arrest people here in Colorado at any time.
02:30But right now, they're choosing not to.
02:33It's like an experiment.
02:35Feds can sit back and see how new laws work on a state level.
02:39Sometimes the experiments work.
02:41Sometimes they don't.
02:43It's like the bubbling laboratory of democracy.
02:49Of course, the courts do get involved if a state law discriminates unconstitutionally.
02:55Then again, sometimes those experiments do work.
02:59Deregulation.
03:00Welfare reform.
03:01Health insurance.
03:02Stuff like that starts locally and drifts out to the federal government.
03:07So, like, one day, maybe, one day, marijuana will be legal everywhere.
03:19Wait.
03:20What are you?
03:21Why are you here again?
03:22I still need my 1575.
03:25Right.
03:26Let me go upstairs and scrounge up some change.
03:28Oh, man.
03:30My research.
03:31You know anything about laws?
03:32The key on that this jeux.assysic.
03:33That was there.
