00:00With less than two weeks to go to South Africa's municipal elections,
00:04several recent polls have shown dwindling support for the African National Congress.
00:09Frustration at the lack of service delivery saw it win just over 40% in the 2024 national vote,
00:16forcing it to accept a coalition government.
00:18Outside the wealthy neighborhoods of Johannesburg,
00:21anger at lack of services like water or electricity has led many to say they won't be voting.
00:26If there is nothing happening, it's obvious we are not going to vote.
00:35Any organization, we are not going to vote, especially the leading party, ANC.
00:42We don't care to call him because it's been a long...
00:46In Alexandra, uncollected refuse piles up as sewage flows down the street,
00:50while many residents don't have access to running water.
00:53Like in other communities across the country, mismanagement and corruption
00:57is feeding disillusionment with ANC-led municipalities.
01:01And the reason why I'm not voting is because I don't believe in our government.
01:06The reason why I don't believe in them is because they've disappointed us countless of times.
01:11Elsewhere in Katla Hong, a man's been digging in this yard
01:14in an attempt to reach a blocked pipe at a house surrounded by sewage.
01:19Although he's angry, he admits that if he did make it to a voting station on the 4th of November,
01:24he would still vote for the ANC, the Party of Liberation.
01:28Political analysts say municipal elections do generally attract low turnout,
01:33which hurts the party.
01:35I'm very frustrated.
01:38I feel that our government, the ANC, has failed us.
01:41As a citizen of South Africa, to suffer this way, I've suffered.
01:44And the worst part is that I'm in an area where I bought a house.
01:47We didn't just put ourselves here, so I don't feel happy at all.
01:50I feel that the government has failed us dismally.
01:55Analysts say it's likely that no party will win an outright majority in many of the municipalities,
02:00forcing them to form coalitions which are often fragile, further undermining service delivery.
