00:00after what we lived here in many cities of France, in Hexagone, like in our Outre-mer.
00:07Here, on the 17th October, a factious groups of ultra-gauches,
00:13joined by many delinquent, were sent sent sent to a debris in our cities.
00:18The commerces were stolen, the public buildings, the stores,
00:23the mairies were attacked and, for some, destroyed.
00:27And several hundred policiers and gendarmes were killed.
00:32In looking at these images, we all asked, what are they in the head?
00:36How can the French people do this to France?
00:40Why destroy the mairie of Limoges, the office of tourism to Lyon,
00:44destroy the mairie of Marseille or attack the president of Bordeaux?
00:48How can they get there?
00:51Nothing justifies, nothing explains, nothing excuses.
00:57We all feel this evening of anger, of envy.
01:02To see the streets of our cities as such saccaged and insupportable.
01:05In your name, I express the support of the nation to our forces of order
01:09and to our internal security forces.
01:11They have held and made their best.
01:14We think of the number of injured and families.
01:19I express our support to all our maires and all our members.
01:23And I also want to say our support to many farmers, artisans,
01:27economic actors who have suffered the consequences of these violences
01:31and who are today in the désarroi.
01:34Some have defended themselves their stores and their vitrines face to the criminals.
01:38I want to say that they will not be left alone face to these difficulties.
01:41The government will provide answers to them.
01:44And tomorrow, the Prime Minister will present a crisis cell of crisis
01:48to mobilize the aid the fastest possible possible
01:51and accompany those and those who have experienced these difficult times.
01:56It must be lucid.
01:58Here, our forces of order, despite their professionalism,
02:03have suffered a violence inouïe, in many cities, at several times.
02:10I asked the government to take all the lessons in terms of information and anticipation
02:15and make sure that this cannot be reproduced.
02:19I wait for clear answers and all transparency will be made.
02:24This is what I asked the Minister of the Interior.
02:27The surveys will be conducted with all the diligence necessary,
02:30the most quickly possible.
02:31And the greatest firmness has been asked to procureurs by the Guard des Sceaux.
02:35The judicial suivi must be exemplary.
02:39Our judges will make justice in your name and they know what you are waiting for.
02:45Each time that the infractions are committed, they must give place to the suit judiciaires appropriated.
02:50Those who have destroyed, they must pay.
02:52Those who have pilled, they must remboursed.
02:54Those who have tried to throw the Republic, they must respond.
03:00It must also look lucidly what is expressed in the country.
03:04Yesterday, several hundreds of thousands of our compatriots have manifested with the
03:08desire to hold legitimate claims.
03:11We will never have to confide these last few with those who have destroyed, destroyed,
03:17destroyed, killed.
03:17These manifestants have made part of an inquietude on the cost of life, on the cost of the
03:27economy and where we suffer the consequences.
03:30I understand perfectly their inquietude.
03:32They also express themselves in several other capitales in Europe.
03:37In this regard, I have taken several initiatives at the international level
03:40to guarantee our carbon, our gas and act on the energy markets.
03:45And I will continue these actions from tomorrow morning,
03:47going to the Gulf countries to secure our provisions.
03:52The Prime Minister and the Government have also taken decisions
03:55in relation with the distributors of carburants,
03:58so that these efforts will impact concretely on the prices.
04:02The Government does the maximum for this essential question of purchasing power
04:06is treated.
04:07And I know that the French are waiting for concrete results.
04:10And we will continue to act.
04:12In a few weeks also, our youth has expressed a profound anger in schools and universities.
04:19An interest in the future, on the conditions of life and studies,
04:22on the capacity to be oriented, to be projected, to find its place in society.
04:28The idea that there is no future in any way.
04:31I understand our students and students.
04:34And they are at the heart of my political commitment for more than 10 years.
04:38Their words must be heard without a priori and without minimizing difficulties.
04:44The work is already engaged by the Government.
04:47The Government, the Minister of Education National has mobilized,
04:50and has put in place a platform that has collected more than 100 000 contributions
04:54which will be added to the reunions held at the level of academies and schools.
04:58This will allow us to build with our youthful responses with our youthful responses.
05:03Our responsibility is therefore double.
05:06To hear the anger and act on its cause,
05:09and to respect the Republic's order.
05:13We don't need to confuse the revendications legitimes with the violences,
05:17nor let the violences be impeded that these revendications are heard.
05:21This is why I want to give this evening a clear method.
05:26First, in the current context, the préfets will take the decisions in lien with the maires
05:31to protect our cities, our public buildings and our commerce,
05:34including in going to interdire, when it is necessary,
05:37certain assemblements, and in taking all actions necessary.
05:41Deuxièmement, I call all the political parties,
05:44the organizations professional and syndicales,
05:48to condemn without ambiguity all the violence and to call them.
05:53Each one must take his responsibility.
05:56The country needs order,
05:58and not an escalade.
06:00The Prime Minister will reunite in the next few days his training
06:04in order to obtain clear positions and public positions.
06:08Thirdly, we can't ask our youth to believe in the future
06:12without giving the possibility of building the answers and being around the table.
06:19Yes, we need to sit around the table and build together solutions.
06:24Students, students, students, students,
06:27representatives of patron and syndical organizations,
06:30territorial organizations,
06:32parlementaires,
