In 1940's Haicheng, shrouded in deceit and danger, the notorious "76th Department" of the puppet government rules with terror. Wang Shibao, a former Qing Bang disciple, consolidates power with ruthless tactics, leaving the city in a state of fear. The Military Intelligence Unit, seeking justice, desires his downfall but lacks the right moment. The pro-Japanese "76th Department" reigns supreme, victimizing innocent civilians, patriots, and Communist Party members.
