00:33And had only learned of it through the media
00:36Speaking at the Warsaw Security Forum
00:38Zelensky questioned whether Moscow had agreed to the proposal at all
00:42Saying he had seen neither a public endorsement from Russia
00:46Nor any let-up in its attacks on Ukrainian energy infrastructure
00:50Ukrainian strikes on Russian technology giant Yandex's data centers
00:55Have been followed by a dramatic decline in automated online activity
01:00Raising questions about whether the attacks may also have disrupted
01:04Moscow's influence operations abroad
01:06The sudden drop fueled speculation about just how much of the political debate
01:11On social media might have been driven by Russian bots
01:14Three data centers operated by Yandex were hit by Ukrainian drone strikes
01:19Over the past few days
01:20And Reform UK leader Nigel Farage
01:25Has vowed to end the United Kingdom's asylum system for up to five years
01:29If the hard right party gets into power
01:32He renewed his criticism of the government's handling of small boat crossings
01:36From mainland Europe
01:37As he outlined reforms his stance on those seeking asylum in Britain
01:42Farage has accused Labour of having totally lost control of the UK's borders
01:47Whilst Labour says crossing figures have continued to come down in recent years
01:53And this breaking news just coming in
01:55According to the Bulgarian Prime Minister
01:58Two ships were hit by drones in the Black Sea and one sank
02:02We don't have more details right now
02:04But you can follow this story on our website
02:07Welcome to the programme, I'm Stefan Gruber
02:10Now to our top story
02:12NATO's highest commander has said
02:14The alliance is ready to deter any attack on its territory
02:18In a warning to Russia
02:19Speaking at a security conference in Warsaw
02:22NATO's Supreme Allied Commander Europe
02:25Alexis Grinkovic said
02:27The alliance would block, blunt and break any assault on its territory
02:32The warning comes amid escalating Russian hybrid attacks on NATO's eastern flank
02:37Europe editor Maria Tadeo is in Warsaw with more
02:41Good morning, Maria
02:42So, a show of force from NATO
02:45Tell us more
02:48Well, good morning, Stefan
02:49It was a show of force
02:51And also a warning
02:52The NATO top commander unveiled a new fear of victory strategy here
02:57Based on those three principles you listed
02:59To blunt, block and ultimately break any assault on NATO territory
03:04Which he suggested would be, quote, a foolish and futile decision
03:09He also said that the alliance has every capability to reduce and destroy enemy capabilities
03:16It is interesting, however, he did not mention Russia
03:19But this is very much a message aimed at Moscow
03:22As we see those escalating hybrid threats
03:24Hybrid attacks and the hybrid warfare with the front line
03:27And now we see the situation this morning in the Black Sea
03:30For NATO, this was very much a message that this is an alliance
03:34That is ready to fight if attacked as soon as tonight
03:37Let's take a look
03:39Across the alliance, we're taking steps to operationalize this theory
03:42And maximize the readiness of our forces
03:44If attacked, we are ready to fight tonight
03:47But we are not complacent
03:49We will continue to prepare and rehearse each and every day
03:52And we'll be more ready tomorrow
03:54And even more ready the day after that
03:57Preparing ourselves to fight according to this theory of victory
04:00Is first, of course, about winning in defense
04:03But demonstrating our readiness is also central to preventing conflict
04:08Showing we are ready to execute according to our theory of victory
04:12Is thus also key to winning in deterrence
04:18That is NATO's top commander, Grinkiewicz, speaking here in Warsaw
04:22To block, blunt, and ultimately break any assault on NATO
04:27I should also stress, Stefan, he did say that as it stands
04:31The security assessment has not changed
04:33He does not believe that an attack on NATO is imminent or inevitable
04:37But also stressed if attacked, the alliance would be ready to defend itself
04:41And quote, ultimately win
04:43I have to also tell you this speech
04:45I was in the room when he delivered the address
04:48And it broke into a massive applause
04:51Spontaneous applause
04:52This was obviously very much a message that the eastern flank wanted to hear
04:56They needed this moment of reassurance
04:59Of course, we've seen the escalating tensions on the front line
05:03And that speech here was met with relief
05:06Especially because, as you know, Stefan
05:08The conversation certainly in Eastern Europe
05:10Is about whether or not the U.S. would pull some of the troops stationed here
05:14And that shift that we're seeing from the U.S. administration
05:17Away from Europe into the Pacific and the China area
05:22Wow
05:23Meanwhile, Ukraine is also in focus, Maria
05:26President Zelensky and the Europeans saying
05:29Putin isn't serious about an energy ceasefire
05:32What's the latest here?
05:35Well, we've seen over the past 24 hours
05:38Both the Ukrainian leader but also European leaders
05:41President Emmanuel Macron to the top diplomat Kaya Kala
05:44Saying they favor and would actually welcome the ceasefire
05:47If it is indeed a mutual ceasefire
05:49Ukraine will stop hitting refineries in Russia
05:52But Russia has to do the same in Ukraine
05:55The president of France specifically saying that
05:57Over the past 24 hours there had been no indication
06:00That Russia is willing to commit to this
06:03President Zelensky going a step further
06:05Saying that Russia is already in violation of that deal
06:09Of course, what we see is the Europeans and Ukrainians
06:11Trying to align some pushback to the White House
06:14Ever since that Russian diesel deal was announced
06:17But Stefan, overnight
06:19We also had new comments from the president of the U.S.
06:24Who continued to increase the pressure on the Ukrainian president
06:28Saying that he believes Vladimir Putin of Russia
06:30Does want to make a deal more than Zelensky wants at this point
06:35He gave no explanation for this or the reasons for his assessment
06:39But we are seeing this continued verbal escalation on President Zelensky
06:44From the Americans who are also insisting
06:46At this point, Ukraine should just call an election
06:51All right, Maria Tadeo there
06:53At the Warsaw Security Forum
06:54Thank you for these updates
06:56As Washington renews pressure on Ukraine
07:00To make concessions in negotiations to end the war
07:03Questions remain over what Russia is prepared to accept in return
07:07Moscow has long demanded that Ukraine surrender territory
07:11Including areas Russian forces do not control
07:14But despite renewed diplomatic efforts
07:17There has been little indication
07:19That the Kremlin is prepared
07:20To abandon its long-standing demands
07:23To get to the bottom of this
07:24I'm now joined by our Ukraine correspondent
07:27Sasha Vakulina
07:28Good morning, Sasha
07:29So, what exactly is Russia demanding from Ukraine?
07:34And have these demands ever changed over the past?
07:37They haven't changed
07:38They haven't changed since February 2022
07:40Or in fact, since 2014
07:42Since the first time Russia invaded Ukraine
07:43Russia wants Ukraine's territory
07:45Specifically on five regions
07:46This is Donetsk-Luhansk from 2014
07:49But also Zaporizhia region
07:51And full of Kherson region
07:53Plus annexed Crimea
07:55And of course, Russia also wants
07:57The territories of those regions
07:58Even those that its forces do not occupy
08:01And do not control
08:02One of these regions is the region of Kherson
08:06Now, half of it
08:07And you can see it here on the map in blue
08:09This is the territory that was liberated
08:11By Ukrainian forces
08:12The territory in red
08:13Is still occupied
08:15And there, there is this town of Oleshki
08:18And I spoke to the head of the city
08:21Military administration of Oleshki
08:24Because Tetiana Hassanenko
08:25Who said that the experience of this town
08:27That he's been under blockade
08:28And heavily mined all around by Russian forces
08:31Is directly relevant to the current debate
08:33Over what Ukraine should or should not surrender
08:36Should be prepared to concede
08:38In any sort of negotiations of peace settlement
08:40Now, she told me that, you know, Oleshki has been occupied
08:43Since the very early days of the full-scale invasion
08:46And life there proves that, you know, that Ukraine
08:48Should not concede any territory to Russia
08:51Let's take a listen
08:52You cannot make concessions to a beast
08:57You know what happens when a predator gets a taste of blood
09:00It only wants more
09:01Our war with Russia has already been going on for 12 years
09:05And no concessions have ever led to any kind of consensus
09:08They have never bought a peace that could provide lasting guarantees
09:11Rather than simply holding for a certain period of time
09:14A predator always wants more and more
09:16And in this case, Russia is that predator
09:19You know, those who have the greatest face
09:21Are the people who are still in the temporarily occupied territories
09:24The people who are waiting for us
09:26It is difficult for me to even talk about this
09:29But on our national holidays
09:30We receive messages from the occupied territories
09:33With blue and yellow flags
09:34And these people know the risk they are taking
09:37Even having a Ukrainian SIM card in your phone
09:39Can get you shot on the spot there
09:41But they still take that risk
09:42And they still believe
09:45And what did she tell you about the conditions
09:46Under which the people in this town are living
09:49Under Russian occupation
09:50You know, to put it in a nutshell
09:52Those conditions are unbearable
09:53People there do not have any access to electricity
09:55Drinking water, tap water
09:57They don't have any medical assistance
09:59Any health care
10:00And they don't even have food, Stefan
10:03As simple as that
10:04There is sort of widespread hunger
10:07And Tatiana told me how people often are forced to find food
10:11Like to eat weeds that they have
10:12Something that, you know, is unimaginable
10:14In the 21st century, she said
10:18And we're talking about at least 2,000 people
10:20Who do remain there
10:21Among them, there are at least 35 children
10:23Now, there were cases when these people
10:25Tried to make it out of Oleszky
10:27Tried to escape to Ukraine-controlled territory
10:30But that escape means at least 25 kilometers
10:34Walk on a heavily mined territory
10:37Something that she called the road of death
10:39Because many people do not make it
10:40And then she said
10:42This is as dangerous as it is
10:44And sometimes food makes it to Oleszky
10:49Ukrainian forces managed to supply
10:51Including by drones
10:52And the reaction of people to such a simple thing
10:55Is just shocking
10:56Let's take a listen to what she had to say
11:03I think Oleszky will become a terrible symbol
11:05Of this Russian war against Ukraine
11:07We are living in the 21st century
11:09And people are suffering from hunger
11:11I received a message from a woman
11:13Who said Ukrainian troops had dropped off some food for her
11:16Among it was a loaf of bread
11:18For 20 minutes, she could not bring herself to taste it
11:21That is how unfamiliar the taste of bread had become
11:24And how precious bread is to the people who remain there today
11:27They have to eat things that are frightening
11:30To even talk about on air
11:31People have been forced to eat weeds
11:33And you have to understand
11:35That people can afford to eat
11:36Only once a day
11:49Well, unbelievable conditions
11:51Thank you, Sacha, for your reporting today
11:54After days of high school blockades
11:57The movement is set to enter a new phase today
12:00Several student organizations are calling to take to the streets
12:03While trade unions have joined the appeal
12:06Of course, all this in France
12:08Also today, France's 2027 budget begins its examination
12:13In the National Assembly
12:14Prime Minister Sébastien Lecornu is under considerable pressure
12:18To find compromises on a budget
12:20While simultaneously dealing with the student revolt
12:24And broader cost of living and public service grievances
12:27For more on this, let's bring in our correspondent
12:30Estelle Nilsson-Julien
12:31Who is standing by in Paris for us
12:34Good morning, Estelle
12:35So, the French government has promised
12:38To deploy 3,000 supply teachers
12:41Today is the deadline
12:42What's the latest?
12:44Are they running late?
12:47Good morning, Stéphane
12:48Well, yes, yesterday the French government said
12:50That these emergency teacher deployments were underway
12:53However, I haven't managed to obtain the specific figures
12:57Regarding how many have been deployed
12:59And teaching unions told me that they didn't know either
13:02Meanwhile, student unions have branded these measures as crumbs
13:06Teaching unions have told me that they're sceptical
13:09That these emergency teacher deployments
13:11Will be able to match school needs
13:14In terms of specialism and location
13:16I'm outside the school in central Paris
13:19As you can see, students are here
13:20They've been here since half six this morning
13:23For what has been dubbed as act five of the protests
13:26So we'll be watching closely to see how this day pans out
13:29Is there a major protest planned across France this upcoming weekend?
13:35Could student unrest escalate and converge with other demonstrations?
13:42Well, yes, I mean, it's fair to say that tensions are boiling in France
13:46Another mass demonstration is planned for Saturday
13:49And it was planned before the student movement erupted
13:52As people are frustrated with the rising cost
13:56The cost of living crisis
13:57As well as rising fuel prices
13:59So France could be bracing for a perfect storm
14:03Six months ahead of the presidential elections
14:06And as you say, the budget is a crucial issue
14:08Because the government is attempting to push through its budget
14:11Which includes some austerity measures through a hung parliament
14:17All right, Estelle Nilsson-Julian
14:19Reporting from Paris
14:20Thank you very much
14:22And now let's reach for the stars
14:24As competition in space intensifies
14:27Europe is looking to secure its own sovereignty
14:30Less dependent on American technology
14:33And private players like Elon Musk's Starlink
14:36Earlier this year
14:38The U.S. doubled down on its iris satellite project
14:41While French President Emmanuel Macron went a step further
14:44Calling for Europe to become a global space power by 2035
14:48But with Europe still trailing the U.S. and China
14:52Can it close the gap?
14:54Joining me now in the studio is
14:56Shao Haume Sanpera
14:57The CEO of Spanish tech specialist Satelliot
15:01Welcome to the show
15:02And thanks for being here
15:04Thank you very much, Stefan
15:05So your company describes its mission as
15:09Advancing Europe's technological independence
15:11Through sovereign satellite infrastructure
15:14So is Europe finally waking up to the fact that
15:17Dependence on foreign technology can become a security risk?
15:22We have not to see it as it can become
15:25It's already happening today in Europe
15:27We are full dependent on third parties
15:29And third countries
15:31And this is something that we have to solve
15:33It is a square, it's one of the solutions
15:35But we intend to complement it as a square
15:39With communication, with 5G communications around the world
15:42But isn't there a danger that technologically
15:45Sovereignty can become protectionism?
15:48Can Europe be sovereign without becoming technologically isolated?
15:55Sovereignty is a need
15:57And the standards, it's an open way to work or not
16:01Then we really believe that Europe needs to wake up
16:04Needs to have their own solution
16:05And need to offer this solution to the rest of the world
16:10In order not to become dependent on just two blocks
16:13And do you see this happening?
16:15Yes, this is happening
16:16The European industry is waking up
16:20The European industry is advanced
16:21We have the standards
16:22We have the technology
16:23We have the capability
16:24The industrial base
16:26Why not could we build up here
16:29European champions for the global solution?
16:33And the EU Space Act is supposed to create
16:37A single European framework for space activity
16:41From an industry's perspective
16:43Will this reduce fragmentation
16:45Or just create another layer of regulation?
16:49This will reduce fragmentation with no doubt
16:52The intention of the European Commission
16:54Is to have just one framework
16:56That you don't have to go country by country
16:59Having their own permissions
17:01Their own rules
17:03And Starlink, the company of Elon Musk
17:06Has demonstrated the strategic power
17:09Of satellite connectivity in Ukraine
17:14Does Europe need its own equivalent
17:17Not just for commercial reasons
17:19But also for security and defence?
17:22Critical infrastructures of Europe
17:25Today depends already on space communications
17:28Financial transactions
17:29Logistics, defence, security
17:32Then Europe needs to have their own sovereignty
17:35On space
17:36And this is something that we don't have to say no
17:41We have to go ahead
17:42And with this we are going to have power
17:45Not just in Europe
17:46But in the rest of the world
17:47And on AI
17:50A much debated issue these days
17:53Everywhere
17:55Europe has built one of the strongest
17:57Regulatory framework
17:58But there is now a growing fear
18:00That regulation could make Europe
18:03Less competitive
18:05Now, has Europe regulated too much too early?
18:10Europe has their own values
18:12And those values have to be present
18:13On AI as well as they are on the technologies
18:16We believe that these values
18:18It's the one that has to be adopted
18:20Not just in Europe
18:21But also in the rest of the world
18:23And if there is one task
18:26That policy makers
18:28Industry
18:30The public administrations
18:32Need to do most urgently
18:34What is that in your opinion?
18:37We need to push the European industry
18:41In order to become global champions
18:43This is something that is a real must
18:46And this is exactly the same
18:48That is doing China
18:49It's exactly the same
18:49That is doing the United States
18:51China, and we're still behind China
18:53And the United States
18:54Is this a gap that we can ever
18:56Catch up?
18:57For sure
18:58We have all the elements to be there
19:01I'm absolutely optimistic
19:02Okay
19:03That's a great conclusion
19:04Great stuff
19:05Jaumei Sanpeter
19:06CEO of Satelliot
19:07Thank you for spending time with us
19:09This morning
19:10And that's it for today
19:11Stay tuned for more news
19:13Throughout the day
19:14Thank you for watching
19:15I'm Stefan Grobe
19:16Take care
19:17And I'll see you tomorrow
19:29I'll see you tomorrow
