Comet Tsuifon makes an abnormally close approach to Earth. Though a collision is narrowly avoided, a new danger arises: the comet's cosmic rays threaten to spontaneously detonate a lost hydrogen bomb. Tracking the H-bomb to the Japan Alps, the SSSP is confronted by Guigass, the Freezing Monster, and Dorako, a monster that flew in from the comet! To make matters worse, Red King II awakens—having swallowed the H-bomb itself! Unable to attack recklessly, Ultraman is plunged into a desperate, no-win situation!
