00:03The prosecution says the AMLAC flagged financial transactions of Vice President Sara Duterte
00:08allegedly related to flood control projects and illegal drugs.
00:12A document obtained by Rappler shows a system bug had bloated some transactions linked to
00:18Manscarpio and prompted BPI to ask AMLAC to cut 2 billion pesos from the amount under its scrutiny.
00:25Senator Jingoy Estrada's office in the Senate is stripped bare ahead of its turnover to Senate President Pro Tempore Tito
00:31Soto.
00:32No contact apprehension returns in five cities in Metro Manila.
00:36And the Philippines achieves its largest medal hall at the Asian Games in 60 years.
00:50The prosecution says the Anti-Money Laundering Council flagged financial transactions of Vice President Sara Duterte
00:56allegedly related to flood control projects and illegal drugs.
01:01AMLAC Executive Director Ronel Buenaventura testifies on AMLAC's suspicious transaction reports
01:06related to the couple's financial transactions.
01:10Asked by Prosecutor May Divina Gracia, Buenaventura reads the reason cited in an STR dated November 15, 2019
01:17related to a flood control project.
01:19Based on records, Your Honor, as reported by the covered person,
01:25the reason indicated is GRAC and corrupt practices, Your Honor.
01:30Another STR for Duterte dated August 1, 2024, mentioned alleged Shabu importation.
01:36But AMLAC notes transactions flagged or reported do not automatically mean the transaction was illegal or that a crime was
01:43committed.
01:43The reporting is part of AMLAC's mandate to monitor financial transactions.
01:49Divina Gracia also asks Buenaventura about the CTRs related to Cali 88, a firm allegedly connected to Carpio.
01:56The prosecution alleges Cali 88 received remittances from China and several other countries.
02:01Based on the summary, the total remittances from China reached P319 million, including some from Hong Kong.
02:10A system bug had caused some BPI transaction records linked to Vice President Sara Duterte's husband, Manz Carpio, to appear
02:17much larger.
02:19Rappler has obtained a letter BPI wrote to the Anti-Money Laundering Council last April
02:23in which the bank asked AMLAC to delete 13 covered transaction reports or CTRs linked to Carpio.
02:30That's because the system bug had bloated the amounts and, upon correction, turned out to be below the threshold of
02:35reporting to AMLAC.
02:37The law requires banks to report to AMLAC via a CTR any accounts transactions that exceed P500,000 in a
02:44single banking day.
02:46This doesn't automatically mean the transactions are suspicious or illegal, but just worth the council's scrutiny.
02:52Rappler found that some of the discrepancies were huge.
02:55For example, one transaction initially reported that around P269 million was corrected to just P300,000.
03:03All this resulted in around P2 billion being deleted from the amount of Duterte-Carpio transactions under AMLAC scrutiny.
03:11But a total P4.4 billion worth of transactions remain under question with AMLAC,
03:16as pointed out by the prosecution in Duterte's impeachment trial on Monday, October 5.
03:23Senator Gingoy Estrada's office in the Senate is stripped bare ahead of its turnover to Senate President Pro Tempore Tito
03:29Soto.
03:30Soto was supposed to take over the office on the 6th floor of the Senate building this week
03:34after the leadership change in the chamber in June that installed Senator Wingat Chaliana as Senate President.
03:39But the office's fixtures, including the toilet bowl, sink, tiles, and carpets, were removed.
03:45Soto is expected to vacate his current office, which will be occupied by Gatchalian,
03:49as offices on the 6th floor are usually reserved for Senate leaders.
03:53Senate practice allows Senators to take furniture and appliances when they vacate their offices,
03:58but prohibits them from damaging the interiors.
04:03The no-contact apprehension policy, or NCAP, will be implemented again starting Monday, October 5,
04:08in the cities of Manila, Muntinlupa, Paranaque, San Juan, and Quezon City.
04:13Valenzuela was also supposed to resume NCAP implementation on Monday,
04:17but the city put it on hold due to several ongoing road repairs affecting traffic flow.
04:21The resumption comes nearly three months after the Supreme Court dismissed a petition challenging the policy.
04:27Under the policy, local governments and the Metropolitan Manila Development Authority, or MMDA,
04:32use CCTV cameras to detect and record traffic violations.
04:37Violators would receive real-time notifications via SMS and email.
04:41No-contact apprehension aims to ease traffic and reduce corruption by using CCTVs to detect violations.
04:49The Philippines achieves its largest medal hall at the Asian Games in 60 years,
04:54finishing with 29 medals, 4 golds, 9 silvers, and 16 bronzes.
04:59Gymnast Carlos Yulo leads the team with 2 gold medals,
05:02while EJ Obiena and Jeyus Yape contribute 1 gold each.
05:06The Philippine Olympic Committee and Philippine Sports Commission had set a target of 8 golds.
05:11The Philippines' largest Asian Games medal hall ever was in 1966 in Bangkok, Thailand, where it won 42.
05:19Despite falling short of the target golds,
05:21the Philippines equaled its previous gold medal counts from the 2023 and 2018 editions with 4 gold medals.
05:29And that's today's wrap. I'm JC Gutinga. Thank you for watching.
