00:02Retired electrical appliances engineer 64-year-old Kevin Rees of Sidcup decimated explosives in the ULES camera on Willersley Avenue
00:12in Sidcup at about 6.45pm on 6 December 2023.
00:19The improvised explosive device damaged cars and property up to 100 metres away, with shrapnel striking the outside of a
00:28child's bedroom.
00:29Counter-terrorism police were drafted in to investigate the blast, and they identified Rees, who was a prolific poster of
00:37anti-ULES social media content, as the prime suspect.
00:41Rees was convicted in January, after a trial at Woolwich Crown Court, of one count of causing an explosion likely
00:49to endanger life.
00:50On Friday, he was sentenced to 15 years in prison.
00:54The Metropolitan Police said the judge ruled the incident had a terrorism connection, which led to a tougher sentence and
01:02means Rees will face strict controls upon his release from prison.
01:06The ULES scheme, which requires drivers to pay a daily charge based on how polluting the emissions from their vehicle
01:13are, faced local opposition after it was expanded to cover all of London in 2023.
01:19Cameras are used by TfL to monitor the cars that enter and exit the zone, triggering fines for motorists who
01:26have not paid the daily charge.
