06:21if you have some of the houses
06:23in the short-term rental market.
06:25That's obvious, but that's not the only reason.
06:28We haven't built houses.
06:29We don't have programmes or financing
06:31for building new houses.
06:34And people are looking for answers now.
06:36I don't know if you noticed,
06:37but just this very week,
06:38as we're here in Albert Hall in Brussels
06:40discussing this very issue,
06:42thousands of people have been taking
06:43to the streets of Madrid.
06:45In fact, many have been camping out overnight,
06:48drawing attention to the fact
06:49that the situation in Spain
06:51is worsening by day and by night.
06:53They're camping out by the Puerta del Sol.
06:55It seems a little bit similar
06:56to the Indignados movement,
06:58Regina Dari, that we saw many years ago.
07:00So I think just watching Spain this morning
07:03and now the decision of the government
07:05to actually potentially ban evictions
07:06for a three-year period
07:08is a direct response of the inaction
07:10that we've seen by governments
07:12arising from something
07:13that we all have called a crisis
07:14for a number of years.
07:15I don't think there's a single country in Europe
07:18that isn't suffering from
07:19not enough houses being built,
07:21and there's a whole load of reasons for that,
07:23but even the ones that are being built
07:24for them being far too expensive
07:26for our young people to be able to be afforded.
07:27We know that people who have long-term rentals
07:30don't have the same security of tenure
07:31that they do in other countries,
07:33but these are things to be fixed
07:34by national parliaments,
07:36and I think maybe some have been more active
07:38in doing so,
07:38some less so,
07:39as you can see from Spain today,
07:40but none of that is going to be directed
07:42from a European Commission.
07:44And as Sergio said,
07:45if times were normal,
07:46we would be having a conversation
07:47as to how much of the MFF
07:48is going to be aligned
07:50for social cohesion
07:51to build houses,
07:52particularly social and affordable houses
07:54for all of our citizens.
07:55But as we all know,
07:56we're having an entirely different conversation
07:57as to how we're going to get
07:59a smaller budget to stretch much farther
08:00for things like defence and security,
08:02and housing is going to form part
08:04of a smaller budget,
08:05and people can decide
08:06what they want to do with themselves.
08:07That's not instructive,
08:09and that's not really leadership
08:10and showing guidance, I think.
08:11And when it comes to these short-term rentals,
08:14do we need a proper definition
08:15for what they are?
08:17Well, I think the definition exists,
08:19but the thing is,
08:21or the issue is,
08:22that it affects different regions,
08:25different cities,
08:27in a different way.
08:28Not all regions,
08:29not all member states are the same.
08:31Are you in favour of them?
08:32I'm from the island.
08:33Tourism is important.
08:35As I mentioned before,
08:37we're not in the same stage
08:40as Spain at the moment,
08:42having public demonstrations
08:45against tourism.
08:47But how do your voters feel
08:48about the short-term rentals?
08:49In the recent survey,
08:5090% of Madeirians
08:52think tourism is positive,
08:55and it's important for the island
08:56and for the economy,
08:57but 54% of them
08:59consider that we have over-tourism
09:01at the moment at the island.
09:02This is changing.
09:03We're famous for our hospitality,
09:06for promoting the island,
09:09for enjoying having tourists
09:12on the island,
09:13and welcoming them.
09:15but now there is this feeling
09:17that we already have over-tourism,
09:19and it also has to do with social issues,
09:21with the lack of housing
09:22and the lack of measures
09:24to build houses.
09:25And as Regina just mentioned,
09:27we're building new houses,
09:28but the prices are not affordable
09:30for locals.
09:32So it's impossible to compete
09:34when we're building houses,
09:35and then we have, for example,
09:37American tourists
09:37buying those houses,
09:39and not locals,
09:40young people.
09:41There is no social housing.
09:43A few 600 houses
09:46have been built
09:46over the last three years,
09:48also with the IRF funding.
09:51Otherwise,
09:51we wouldn't have them.
09:52And that's my data.
09:53The situation is very serious
09:54as well in Lisbon,
09:55with locals being pushed out there,
09:57you know,
09:57with the tax breaks.
09:57It's exactly the same situation.
09:59The municipalities
10:00and the mayors
10:01have implemented some measures,
10:03and I think that's something positive
10:05out of the European
10:06Affordable Housing Plan
10:08and the act that followed,
10:10that the European Commission
10:12understands that some decisions
10:13have to be made
10:14at local and regional level
10:16because it's their competence
10:18and they are able to do it.
10:20We need more data.
10:22We need specific data
10:24on the problem
10:25because it's different,
10:27as I mentioned in the beginning.
10:29Not all regions are the same
10:31and this doesn't impact
10:34all regions the same way.
10:35And to gather data,
10:36a good point,
10:36we've seen Croatia
10:37implemented its Tourism Act
10:39in order to be able to measure
10:40the impact, of course,
10:41this over-tourism
10:42is having on their environment
10:43and on sustainability.
10:44Is that something
10:45you'd like to see
10:46all over the view?
10:47I think, you see, again,
10:48different regions
10:48are experiencing different issues
10:50and so it's really understandable
10:51when I hear Sergio saying
10:52that there's young people
10:53in his area
10:54who obviously welcome tourists
10:56but are frustrated
10:58about the fact
10:59that there's houses
11:00being rented out
11:00and they don't have the houses
11:02to be able to buy themselves.
11:03If there were houses
11:03being built in Madeira,
11:04in Portugal,
11:05in excess of what's needed
11:06for the tourism industry,
11:07we wouldn't be having
11:08this conversation.
11:08If there was enough houses
11:09being built in Ireland,
11:11as there should be more
11:12being built,
11:13I probably wouldn't be here
11:14having this conversation.
11:14We wouldn't have
11:15a housing committee.
11:16But now I've seen
11:16you've both got warmed up,
11:17you've got plenty to say.
11:18We'll just take
11:19a little break.
11:24As always,
11:25we want to give our viewers
11:26a real glimpse,
11:27as I said,
11:28inside the hemicycle
11:29and see how you actually
11:31point at each other,
11:32ask each other questions,
11:33sometimes upset each other.
11:34That's exactly what you do.

11:37would you like to kick off,
11:37please,
11:37with your first question
11:38for Regina Daherty?
11:39Well,
11:41I would ask a question
11:43regarding your
11:44political family,
11:45PP.
11:45So you've been arguing
11:47that you should spend
11:48more on competitiveness,
11:51on defense,
11:53while also opposing
11:54to new resources
11:56and shifting funding
11:58away from social priorities.
12:01You have been
12:02a former minister
12:03and specifically
12:05for social protection.
12:07Is this something
12:08that you envision,
12:10envisaged for the next MFF?
12:13This shift
12:14and the different priorities
12:16that we have
12:17at this moment
12:17that are harming
12:19social priorities
12:20and taking funding
12:22away from them.
12:23So it's a very good question
12:24and you obviously,
12:24even though we've only met today,
12:25you know me so well.
12:27I am a former
12:28social affairs minister
12:30in Ireland
12:30for five years.
12:31The particular issues
12:33and particularly
12:33the pillar of social rights
12:34is incredibly important to me.
12:36But these things
12:37don't happen by accident,
12:38they happen with money.
12:39They happen with targets.
12:40They happen with
12:40ring-fenced money.
12:42And as you're aware,
12:43and I'm sure this happens
12:44in other parties too,
12:45I find myself
12:46on the opposite side
12:47to my party
12:48with a lot of these
12:49social issues.
12:50And I really believe
12:51we can actually have
12:52competitiveness
12:52and investment
12:53by also investing
12:55in our young people,
12:56by addressing
12:56the poverty gaps,
12:57by making sure
12:58that people have
12:58a roof over their head,
13:00somewhere to call home.
13:01They're not mutually exclusive.
13:02If we don't look
13:03after the young people today
13:04with the youth guarantee
13:05of 20 billion,
13:06we're going to have
13:06nobody in 20 years' time
13:07to pay the pensions
13:08of the people like me
13:09who will be retired
13:10in 20 years' time.
13:11And so they're definitely
13:12not mutually exclusive.
13:13So I'm not really
13:15probably answering the question
13:16except to say
13:16I do find myself
13:17not only trying
13:18to convince
13:19my EPP colleagues
13:20of the merits
13:21of supporting
13:22the social issues
13:22that I believe in,
13:23but then sometimes
13:24find myself
13:25voting against them,
13:26which I'm happy to do
13:27because I live
13:27with my own conscience
13:28and I really know
13:29what the right thing
13:30to do is.
13:30And do you lose
13:31friends because of it?
13:32Do you know,
13:33as you know what
13:33politics is like,
13:34sometimes you do,
13:35sometimes it'll last
13:36for a few days,
13:36sometimes it might last
13:38longer.
13:38But you know what,
13:39doing the right thing
13:40there's never a wrong
13:41time to do the right thing
13:41so that's just the way
13:42I feel about it.

13:47So because I've spent
13:49so much talking
13:50about the housing issue
13:51for the last couple of years
13:52and I know you're not
13:52on the housing committee
13:53so I'm sorry
13:53if I'm putting you
13:54on the spot.
13:55I put in 400 amendments
13:56to the housing report.
13:57I really felt
13:58that we put
13:59our heart and soul
14:00into recognising
14:01what the top
14:02maybe three or four
14:03issues,
14:04big ticket issues
14:04that the commission
14:05could do
14:06and then the commissioner
14:07came out last week
14:08with the housing act
14:09that kind of tinkered
14:09around the edges.
14:10How do you think
14:11we can better work together
14:13as the centre group
14:14of parties
14:15to make sure
14:15we actually deliver
14:16a piece of legislation
14:17that's going to make sure
14:19it's easier to build,
14:20build, build
14:21and not do the easy stuff first?
14:24Well, I think we share
14:26the frustration
14:27you mentioned
14:28being a member
14:28of the special committee
14:30on housing.
14:31I'm not on that committee
14:33as you know
14:33but we discussed it
14:34in the trend committee
14:35on transport and tourism
14:36and I totally agree
14:38that we need to do more
14:39and this proposal
14:42from the commission
14:42lacks ambition
14:43so we need
14:46specific funding
14:47for housing,
14:48we need
14:48the decentralised model
14:50on the MFF
14:51as I mentioned
14:51to allow regions
14:53and local authorities
14:54to participate
14:55and to define
14:56their own priorities
14:58on several issues
15:00and social issues
15:01of course
15:02are one of them.
15:03I think there are
15:04some good signs
15:06in the act
15:08for example
15:09reducing complexity
15:11cutting red tape
15:12for example
15:14with regards
15:14to state aid
15:16so having
15:17the exemption
15:18for affordable housing
15:20I think
15:20that's very important
15:22but then we need
15:23we cannot discuss
15:24this only focusing
15:26on tourism
15:27specifically
15:28on short term rentals
15:29and on building
15:31more houses.
15:32for example
15:32in my region
15:33in Madalera
15:34we need to look
15:34at the economy
15:38as a whole
15:39and the impact
15:41that tourism has
15:42and understand
15:44that if our main
15:45industry is tourism
15:46tourism isn't known
15:48for paying
15:49high salaries
15:50compared to other industries
15:52so we're stuck
15:53so we're stuck
15:53in a trap
15:54so we also need
15:55to discuss
15:55the diversification
15:57of our economy
15:58creating new jobs
15:59betting on
16:01for example
16:01AI
16:02new technologies
16:03new jobs
16:04qualified jobs
16:06with higher salaries
16:07so that young people
16:09have the right to stay
16:10and we also have
16:10a new strategy
16:11on the right to stay

16:16at all these strategies

16:24about our retirement
16:25but with the future

16:29we need to stick together

16:33and to push the commission
16:35at least for being
16:37more ambitious
16:38but then
16:39we are talking
16:40about an emergency
16:41a crisis
16:42we all acknowledge
16:43like in my own country
16:44we need to be building
16:4550,000 houses a year
16:47just to satisfy demand
16:48we're only on
16:4938,000, 39,000
16:50so there still is barriers
16:51and across the European Union
16:53we're told
16:53we need to build
16:54millions of houses
16:55and again
16:56we know
16:56what the issues are
16:57from a European competency
16:59what can actually be done
17:00to try and alleviate
17:02simplify
17:02put the financing
17:03on board
17:04and you absolutely
17:05are right to acknowledge
17:05and I apologise
17:06I didn't do it earlier on
17:06the changing of the
17:07stay date rules
17:08is a game changer
17:09particularly for municipalities
17:10to be able to afford
17:11to financially support
17:13social and affordable homes
17:15in our member states
17:16but there is so much more
17:17to be done
17:19and I think I'm just
17:20frustrated at the pace
17:21at which we're doing
17:23and I'm sure
17:23our viewers are too
17:24especially those
17:25out protesting
17:25this week in Madrid
17:26sleeping in tents
17:28in fact
17:28by the Porta del Sol
17:29very reminiscent
17:30of the days
17:31of the Indignado movement
17:32many many years ago
17:34but now we have heard
17:35from our MEPs
17:37and I'd like to bring in
17:37another view
17:41so for our quote
17:43of the week
17:44on this edition
17:44of The Ring
17:45I'd like to bring in
17:46the voice of
17:46Eduardo Santander
17:47he's the CEO
17:48of the European
17:49Travel Commission
17:50he was speaking here live
17:51and he had some
17:52very profound words
17:53he said
17:54climate change
17:55is the biggest threat
17:56to tourism
17:57right now
17:58by far
17:59he said
17:59we see that trains
18:00cannot run sometimes
18:01because the rails
18:02are expanded
18:03because of the heat
18:04and we saw this
18:05on the cruise lines
18:06because of the European rivers
18:07they couldn't run
18:08because it was too dry
18:09this is a topic
18:10that we have not
18:11touched on yet
18:11in this debate
18:12this is a huge issue
18:14for you
18:14it is
18:15I have to give you
18:17a concrete example
18:19I'm from an island
18:20we have one airport
18:22the second airport
18:24is on a second island
18:25on a two and a half hour
18:27distance by ferry
18:29and we have lots
18:31of constraints
18:33at the airport
18:33due to the high winds
18:35that we get
18:36due to the global warming
18:38and climate change
18:39and that is something
18:40that we need
18:41to find alternatives
18:42I also believe
18:44that
18:46and going
18:48slightly into
18:49a different subject
18:50we have a strategy
18:52for the outermost regions
18:53which I will also be
18:54the rapporteur
18:55for the parliament
18:57and I think
18:57that we can
18:59take advantage
19:00of these regions
19:01as laboratories
19:03to test new technologies
19:04to test new solutions
19:06that then we can
19:07export
19:08to the other
19:09member states
19:10and it's something
19:12that we need to address
19:13and just one example
19:14I didn't mention before
19:15with regards to housing
19:16also having the
19:18one size fits all
19:21perspective
19:22from the commission
19:23will not work
19:24because when we're
19:26building new houses
19:27in Madeira
19:27we have regulation
19:28that obliges
19:31construction companies
19:32to build houses
19:33as if they were
19:34building them
19:34in northern Sweden
19:35so it doesn't work
19:37for us
19:37the climate is different
19:39there is climate change
19:40there is global warming
19:41but still
19:41Europe is very diverse
19:43so it's an issue
19:45and we need to address
19:46but also with
19:47the local perspective
19:48and respecting
19:49the principle
19:50of subsidiarity
19:51but now we just take
19:52a little break
20:01another island
20:02witnessing global warming
20:03is Ireland of course
20:04we're seeing temperatures
20:05and beaches flooded
20:06almost looks like
20:07Portugal now
20:08the beaches of Ireland
20:09but the country
20:09is clearly ready
20:11I'm somebody
20:12that's old enough
20:12that when I was
20:13in my 20s and 30s
20:15you went to Portugal
20:16Greece
20:17Spain
20:17and your holidays
20:18like that's where you went
20:19because we didn't
20:19it rains all of the time
20:21in Ireland right
20:21so the only place
20:22you're getting a bit
20:22of freckles
20:23is going away
20:24this year we had
20:26an amazing summer
20:27but it was
20:28what we would expect
20:29a normal summer
20:30to be in Portugal
20:32and I went to Athens
20:33for five days
20:34with my husband
20:35to see the Acropolis
20:36and it was 38 degrees
20:37every day
20:38which rendered
20:39the holiday
20:40nearly impossible
20:41so if you didn't
20:42stay beside the sea
20:43to jump in and out
20:44every 10 or 15 minutes
20:45you just weren't coping
20:46that's a far greater threat
20:48to our tourism industry
20:50on the entire continent
20:51of Europe
20:51than Airbnb
20:52or short term
20:53lets will ever be
20:54and yet now
20:55we're only going to start
20:56having that conversation
20:57and maybe it's
20:57that's the thing
20:58it's no longer a priority
20:59it's no longer a political priority
21:00despite the fact
21:01that it's now September
21:02and it's 30 degrees
21:03in Brussels this week
21:04I know
21:04so like
21:05when I
21:06when I see us talking
21:07about
21:081.2%
21:09of the entire housing stock
21:11is a problem
21:12when we actually
21:13should be really talking
21:13and concentrating
21:14on the real issues
21:15because I mean
21:16Ireland as a nation
21:17is an island native
21:18we didn't have tourism
21:19one of our pillars
21:20of our economy
21:21would literally fall flat
21:23you're the same
21:24the real threat to that
21:26and actually maybe
21:27it's of Ireland's benefit
21:28and when you can't go
21:28to Portugal on your holidays
21:29anymore
21:29you'll be able to come
21:30to Ireland
21:31because it will only be
21:32in the 20 degrees
21:33but it's an enormous problem
21:35that we have to address
21:35and I don't think
21:36we've actually even started
21:37having that conversation
21:38and of course
21:38the trends are changing
21:40indeed when it comes
21:40to travel preferences

22:07underneath
22:08lack of quality
22:09public services
22:10followed by poverty
22:11or homelessness
22:12now this barometer
22:14comes of course
22:14just on the cusp
22:16of 2027
22:17when we're ready
22:17for big elections
22:18taking place
22:19in France
22:19Italy
22:20Poland
22:21and Spain
22:22your reaction
22:24well
22:24I think it's
22:26it's an example
22:27of some
22:30lack of alignment
22:31between the European
22:33priorities
22:33and our discussions
22:34because there's no security
22:35and defense
22:36written there
22:36no security and defense
22:37that's what I was
22:38going to mention
22:38so we're cutting
22:41budgets
22:42we're cutting funding
22:43for social priorities
22:45for social issues
22:46we're betting on defense
22:48on security
22:49we're centralizing
22:50the cohesion policy
22:51which is our largest
22:53investment policy
22:54in the European Union
22:55and I'm a strong
22:57believer
22:58that
23:00the biggest
23:01or the best
23:02investment
23:02we can make
23:03in defense
23:03is cohesion policy
23:05it's not defense
23:06and security
23:07it's not
23:08a budget
23:09for a military
23:11would you agree
23:11with that?
23:12do you know

23:13and it's funny

23:32albeit that
23:33that is changing
23:34because of our
23:35infrastructure
23:35and our lack
23:36of ability
23:36to be able
23:37to look after
23:37our maritime
23:38or you know
23:39our IT infrastructure
23:41but if you
23:41go back to the poll
23:42like number one
23:44number two
23:44and number four
23:45in that poll
23:45could be addressed
23:46if we built
23:47more houses
23:47and we built
23:48them faster
23:48and so we'd
23:49address the cost
23:50of living
23:50and giving people
23:51a roof over their head
23:52we'd address
23:53the homelessness issue
23:54by building more houses
23:55we'd address
23:56the employment issue
23:56by giving
23:57millions of people
23:58jobs
23:58building houses
23:59with quality jobs
24:00of you know
24:01quantity surveyors
24:01architects
24:02engineers
24:02like
24:03because people
24:04are leaving
24:04we need to be
24:05serious
24:05and actually
24:06they're leaving
24:07to go to
24:08Australia
24:08New Zealand
24:09and build
24:09the homes
24:09over there
24:10so you know
24:11we need to make
24:11sure that we
24:12address these issues
24:12to look after
24:13our own citizens
24:14similar situation
24:15in Portugal
24:16yes
24:17and just
24:18just to be clear
24:18this doesn't mean
24:20that I don't think
24:20defense and security
24:22should be a priority
24:23we are in the
24:25opposite side
24:26of Europe
24:27of the European Union
24:28but we have
24:28borders with the
24:29United States
24:30maritime borders
24:31Madeira and Azores
24:32we have the
24:33submarine cables
24:34in our territory
24:35that we need to
24:36defend and protect
24:37we have the
24:38shadow
24:39the Russian
24:39shadow fleet
24:40in Portuguese waters
24:42every day
24:43so we have also
24:44challenges
24:45and defense
24:47issues
24:47to address
24:48what I mean
24:50by having
24:52the cohesion
24:53policy
24:53as our
24:54strongest
24:55or best
24:55investment
24:56for defense
24:56is that
24:57we are
24:58completely doomed
24:59when the
25:00Portuguese feel
25:01that they don't
25:02need to be
25:03solidary
25:03with the
25:05Polish
25:05or when
25:06the Spanish
25:07feel that
25:07it's a Romanian
