01:10Our country attaches great importance to promoting dialogue on security issues
01:16and expanding mutually beneficial cooperation through various international and regional platforms.
01:23The organisation of the Baku Security Forum serves these objectives
01:27by creating conditions for identifying concrete avenues of cooperation
01:32and further strengthening mutual trust.
01:36The forum has grown year on year with increasing participation and international interest.
01:41The importance lies mainly on the fact that this forum collects and brings together
01:49a big variety of services from countries with different ideology,
01:54different mentality, different civilization but sharing some concrete concerns.
02:01The reality is that many of today's biggest security threats do not simply stop at national borders
02:07because of the nature of the types of attacks changing with technology.
02:11A cyber attack, for example, can originate thousands of kilometres away.
02:16Terror networks can operate across continents and technology is changing both the nature and speed of those threats.
02:24It's recognised that terrorist groups are taking advantage of current conflict situations in different parts of the world.
02:31The event is important, it comes at a very important moment.
02:35Over the past two decades the international community has really been able to make a significant progress in countering terrorism.
02:44Major terrorist groups have suffered significant territorial losses.
02:53The forum also featured a side event, jointly organised by Azerbaijan's State Security Service and the UN Office of Counter
03:00-Terrorism,
03:01focusing on strengthening national counter-terrorism capabilities through operational partnerships.
03:05So how can international cooperation help? First of all, diplomacy of security.
03:13Non-traditional partners in security, now they have to work together.
03:17So you need a diplomacy of security, like this forum, to put non-traditional partners to work together.
03:25This is critical. This is a key element in advanced counter-terrorism.
03:31Discussions highlighted the need for effective national and international coordination in addressing emerging terrorist threats linked to modern technologies,
03:38as well as the importance of the counter-terrorism information exchange system developed under the Baku Security Forum.
03:45I think in today's world's perspective, security is really a great concern to all the countries.
03:51And a single country cannot really fight against terrorism alone.
03:55So we need to assist each other. And that's why I think this is a good platform where we all
04:02can share our views and also share our experience,
04:05so that how best we can counter the terrorism and violent extremism.
04:10Making cooperation work when a crisis hits is a challenge.
04:14And one of the main aims of this forum is to bring these agencies together.
04:19Security threats have a habit of evolving quickly.
04:22And another threat here is to encourage countries to work together to combat those future attacks.
04:29Well, I think the main thing is getting together.
04:32Because I think that no nation alone can handle this type of threat in the way it should.
04:38So it's very important to have this type of meetings in order to see what's happening in the cyber environment
04:44or cyber dominion.
04:46The main themes which came out of Baku were clear that national and international security is now unavoidably dependent on
04:53collaboration, communication and coordination.
