00:01Selangor Mentri Besar Datuk Seri Amiruddin Sheri is in his second term and he's not slowing down.
00:07His plan for the state, Rancangan Selangor II, may be the most ambitious in Malaysia,
00:13even though Selangor is already the country's most developed state,
00:17contributing 26.5% of Malaysia's GDP in 2025,
00:22up 28 billion ringgit from the year before.
00:28Amiruddin says the fundamental shift during his tenure hasn't been investment, it's education.
00:35During your tenure as an MB, what has fundamentally changed in Selangor?
00:42I think two or three issues quite fundamentally changed that maybe people don't realise.
00:47First, we start to emphasise on education as our framing for development.
00:54So before that, the investment, the ease of doing business,
00:59all are remained main focus for each Chief Minister.
01:04But since 2019, after my visit to Germany,
01:07DATM realised that we have to be prepared for the best human talents or human resource,
01:15to make sure that the consistency of investment and the amount of attraction coming to Selangor is still attractive, huge
01:25and impressive.
01:26That shift led to a new way of governing, a five-year roadmap instead of budget cycle planning.
01:32Five years plan that we unleashed the project and also the programme that we want to introduce,
01:38the focus and the vision of the states.
01:40The whole team of Selangor, from district levels, constitutional levels,
01:45until the SUK, Stusia Kerajaan Negeri Office, we have a framework to do and focusing.
01:52For Selangor, it's not just for development, but also for our welfare projects and also sustainability issues.
02:00It hasn't been a smooth run. Amiruddin has led Selangor through overlapping crises,
02:06a political upheaval, a pandemic, and one of the worst floods in the state's history.
02:12Maybe I'm one of the Chief Minister who are facing a lot of crises in quite a short frequency of
02:19time.
02:202020, of course, the Sheraton move, a political crisis, and a health crisis of the COVID-19, an economic crisis.
02:27So, multiple crises at one time. So, in year 2021, we are facing big floods.
02:33Almost all districts have been flooded, and we have around 163,000 families based on the claim we got from
02:43the community.
02:44Because we give one household 1,000 ringgit, and we spend almost 163 million.
02:49Amiruddin says by 2030, the real test of success is household income.
02:55Try to increase the median household income from 10,726 now to 14,500 ringgit at 2030.
03:04As for his legacy, Amiruddin says it's less about monuments, more about the groundwork.
03:09I'm more satisfied as people remember me as a good planner for Selangor,
03:15give a good foundation for planning and governing of Selangor.
03:18And therefore, I always mention about Selangor plans.
03:21I always mention about our Selangor project, and so on.
03:24So, I think I'm more satisfied that if I can prepare and ready the base of Selangor
03:29for the next phase of Selangor, after we reach certain level of development
03:34and improvement in our quality of life.
03:38We try to help everybody, not just for the most aggressive and productive group,
03:43but also for the poor, also for the OKU's and other group who have been left behind.
